The mission of the New Mexico Aging and Long-Term Services Department (ALTSD) is to provide accessible, integrated services to older adults, adults with disabilities, and caregivers to assist them in maintaining their independence, dignity, autonomy, health, safety, and economic well-being, thereby empowering them to live on their own terms in their own communities as productively as possible. At the direction of the HR Director or Agency Executive Leadership, this position is charged with employee and labor management relations; provides advise and guidance to agency management on disciplinary actions and human resources issues involving federal and state employment law.
The deputy will provide leadership and direction to staff to meet key performance indicators of customer satisfaction, internal process quality, and to execute the division's work with accuracy, timeliness, improved/increased productivity. The deputy will support the agency's strategic plan and ensure the division, and its staff align the internal process and procedure as such. The deputy will develop a system to maintain or improve the reporting and tracking capability for the division. Timeliness and efficiencies internally are a metric to track.
The incumbent ensures consistent and proper administration of agency policies and procedures, Family Medical Leave (FML), employee complaints/grievances, Workers Compensation (Workers Comp)/disability claims, disciplinary matters, donated leave requests, Americans with Disabilities Act (ADA) requests, Alternative Dispute Resolution (ADR) requests, EEOC/Human Rights Bureau complaints, and the AFSCME collective bargaining agreement (CBA).How does it get done?
Provide advice to agency management on union issues.Attend Labor Management Council meetings in order to be up to date on union issues.Interpret Collective Bargaining Agreement between the State of New Mexico and AFSCMERespond to both Union and non-union Grievances as the Agency Grievance Representative.Create and chair Agency Labor Management Committee.Provide training to supervisors on the Collective Bargaining Agreement and Labor Relations Disciplinary ProcessEnsure compliance with discipline provisions of the Collective Bargaining Agreement.
Discipline:Provide advice to agency management on appropriateness of disciplinary actions.Review documentation supporting proposed disciplinary actions.Prepare Letters of Reprimand, Notices of Contemplated Actions and Notices of Final Actions.
HR Management:Ensure strict adherence to SPO Rules and timeframes.Provide expert advice on Human Resources issues, FLSA, FMLA, ADA EEO, SPO Rules etc.Prepare necessary paperwork to create, reclassify positions and process personnel actions.Interpret Department policies to ensure compliance.Review and revise Department policies.Maintain relationships with assigned staff at State Personnel Office, Department of Finance and other appropriate agencies.Will act on behalf of the HR Director during the HR Director's absence ensuring seamless operations with zero disruptions.Provide effective training to ALTSD HR Administrators.Who are the customers?

Bachelor's Degree in any related field and five (5) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years, including one (1) year of supervisory experience as it pertains to the essential duties and responsibilities of this classification, may substitute for the required education and experience.Employment Requirements
Must possess a valid New Mexico driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.Working Conditions
Work is performed in an office setting with extensive computer and telephone use. Must be able to lift 25 lbs. Statewide travel might be required.Supplemental Information
