Summary:
Under general direction of the Public Works Operations Manager, the Capital Projects Manager plans, directs, coordinates, inspects, and manages capital improvement projects, as assigned, for the Town of Berthoud. Projects are overseen from initial planning, budgeting, and bidding phases, through construction completion and warranty. As requested, the Capital Projects Manager will assist town departments in reviewing and planning town maintenance projects, Right-of-Way permitting, and future development plans. This position will oversee the work of contract consultants, engineers, and outside organizations, ensuring town code and development compliance. Will provide professional staff assistance and serves as a responsible and productive member of the Town/Public Works team; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS: Reporting to the Public Works Operations Manager, this position functions at a management level of performance and exercises independence and sound judgment within organizational parameters and established policies. This single position classification is responsible for planning and construction of a variety of projects and has experience in the construction of all town infrastructure including roads, public facilities, and park development.

Determines scope of engineering and construction projects; prepares Request for Proposal (RFP); coordinates the bidding process for assigned projects; oversees and participates in the assembly and preparation of bid documents including drawings, calculations, specifications, plans and support materials; assures bid documents, notifications, awards and related materials are distributed to appropriate contractors, outside agencies, and personnel according to established time lines; evaluates and recommends professional engineering consultants and contracts awards.
Reviews and plans maintenance of the City's streets and Right-of-Ways, in accordance with all local, regional, state, and federal regulations; recommends operational decisions that affect employee and citizen safety for assigned areas.
Reviews and approves work and traffic control plans for Right-of-Ways permitting. Oversees inspections and closing out of permits.
Implements, manages, and monitors the annual street resurfacing program including overlays, sealing programs, reconstruction, crack sealing, and other preventative maintenance programs.
Implements, manages, and monitors the operations and maintenance of the City's sidewalk improvement program in accordance with all applicable local, regional, state, and federal regulations; recommends operational decisions that may affect the quality and quantity, safety and accessibility of City sidewalks.
Works with department supervisors to create multi-year capital improvement plans for the Public Works Departments including but not limited to Streets, Parks, and Forestry/Open Space.
Plans, implements, manages, and evaluates the work of assigned staff, consultants and contractors to ensure timely, cost effective, and successful services are provided.
Prepares agenda items and presents in Board of Trustees meetings, as needed.
Manages contracted engineers and design consultants to create Construction Documents for capital projects following Town of Berthoud Engineering and Infrastructure Standards.
Completes inspections and reporting for projects as appropriate or manages hired inspectors.
