Position Summary:

The Director of the Connector Program is responsible for leading and overseeing efforts to enroll all eligible uninsured individuals into health coverage, focusing on vulnerable and hard-to-reach populations. This includes supporting individuals in accessing Medicaid, the Maryland Childrens Health Program (MCHP), and Qualified Health Plans (QHPs) through the Maryland Health Connection. Additionally, the Director drives outreach and educational initiatives to raise awareness about the Maryland Health Connection and connect more individuals to health resources. The Director manages approximately 30 staff, including key leadership roles, navigators, and site-based personnel at HCAM and partner locations throughout Baltimore City and several Maryland counties. The Director collaborates with internal and external partners to meet performance standards and ensure seamless, consumer-centered service delivery.

Primary Responsibilities Include:

Oversee operations to deliver high-quality, consumer-focused services across Central and Midwest Maryland regions.

Lead and support team members, including the Deputy Director, Outreach Manager, and Program Coordinator, ensuring effective supervision and professional growth.

Prepare and submit annual grant proposals and quarterly reports; oversee and monitor program budgets and spending.

Manage data tracking and reporting to meet internal and external requirements, ensuring accuracy and compliance.

Partner with the Outreach Manager and Marketing & Community Engagement Coordinator to develop and distribute promotional materials, coordinate events, and execute open enrollment marketing initiatives.

Participate in the agency Compliance Committee, ensuring adherence to all program compliance standards, and establishing agreements with local health departments and partner sites to maintain navigator services throughout the region.

Ensure all services are accessible and culturally appropriate, meeting the needs of individuals with disabilities.

Education/Experience Requirements:

Masters Preferred, bachelors degree required in public health, public administration, business administration or related field experience may be substituted for degree requirements

Minimum of three years supervisory experience in public health, nonprofit, or business with strong supervisory and administrative skills

Extensive experience as a navigator and navigator supervisor preferred

Demonstrated ability in project management and problem solving

Demonstrated critical thinking skills

Strong data management skills and experience analyzing data

Experience with budget oversight

Knowledge and understanding of the Affordable Care Act (ACA) and subsequent legislation impacting the individual markets

A demonstrated team player who works well with internal and external peers

Ability to communicate well via phone, email, and face-to-face with professionals and consumers
