A safe, equitable public library is an actively anti-racist public library, and SFPL is committed to advancing racial equity for our workforce and community.Under the direction of the Library Human Resources Director, the Principal Human Resources Analyst is responsible for overseeing and managing the Library’s Learning and Development Unit.Essential functions of the position include, but are not limited to:Managing the Library's Training program, including conducting assessments of training needs and implementing training solutions.Utilizing learning management systems and developing annual training plans and budgets.Managing employee development initiatives and programs including performance management and professional development.Planning and promoting employee engagement and recognition programs.Recommending and implementing continuous improvement processes for human resources programs.Developing metrics and performance indicators to measure HR functions.Overseeing work under the Library's Racial Equity Action Plan.Providing advice and recommendations on personnel-related matters.Supervising and coaching professional staff.Preparing reports and representing the Human Resources Division at various levels.Serving as lead liaison on the implementation plan for the Library’s strategic plan.Performing other job-related duties as assigned.How to qualifyMinimum Qualifications:Education:
Possession of a baccalaureate degree from an accredited college or university.Experience:
Five years of professional human resources experience in areas such as recruitment, employee relations, and personnel training, including one year in an advanced journey level classification or as a lead/supervisor.Substitution:
A Juris Doctorate (J.D.) or a Master’s degree may substitute for one year of required experience. Verifiable professional HR work experience may substitute for up to two years of required education.Desirable Qualifications:
Master’s Degree in a related field, experience in developing HR programs focused on employee development, and ability to manage stakeholder groups.Verification of Education and Experience:
Applicants may be required to submit verification of qualifying education and experience during the recruitment process.Selection Procedures:Candidates deemed qualified must complete all subsequent steps to advance in this selection process, including the Minimum Qualification Supplemental Questionnaire and a written multiple-choice test.What else should I know?Eligible List/Score Report: A confidential eligible list will be created for certification purposes only.
