Overview

The PNNL national security mission employs our researchers, tools, and technologies to play a key role in advancing the ability to identify and secure nuclear materials, detect weapons of mass effect, manage nonproliferation treaties, secure our nation's borders, and protect critical infrastructures.The Systems Integration (SI) Group in the National Security Directorate (NSD) provides technical expertise, and expert project management support to deliver technology to the National Nuclear Security Administration (NNSA) and other national security providers. Staff are acknowledged experts in program controls and technology integration and provide support for nuclear and homeland security missions. The staff in the SI Group are experts in tools, technologies, and approaches for combating a range of threats, both at home and in more than 100 countries worldwide.The SI Group is seeking a National Security Specialist (NSS) capable of providing technical expertise, driving research and development, and assisting in solving current and future mission challenges supporting NSD projects for Department of Energy, National Nuclear Security Administration.Responsibilities

The National Security Specialist contributes to PNNL by developing and implementing training, exercises, procedures, logistics strategies, concept of operations, planning, and assessment techniques and tools associated with the deployment, operation, maintenance, and sustainability of these systems. Utilize breadth and depth of knowledge related to national and international safeguards and security policies and guidelines in the development and implementation of security strategies. Areas of emphasis include program planning and management, system design and analysis, tactics and training, requirements definition, and operational sustainability. Communicate with a wide range of federal, state, and local authorities regarding policies, requirements, and conduct of operations both domestically and internationally.The National Security Specialist will provide support to program/project activities in several areas:Provide technical contributions and project support for diverse projects focused on operating security systems, operational security, nuclear material safeguards, counter-proliferation, interdiction operations, and Human Capital Development for safeguards and nonproliferation.Utilize competencies in both policy and analysis to help develop, guide, and assess the path of progress in mission spaces while learning the diversity of project management approaches across projects dealing with scope, schedule, budget, and reporting.Apply specialized knowledge of concepts and technologies deployed for physical security, WMD counter-proliferation, nuclear safeguards, and interdiction operations.Communicate effectively with the project team, sponsors, and various agencies regarding policies, requirements, and conduct of operations domestically and internationally.Work with the project team to creatively solve complex organization and logistic challenges.Move confidently between technical work and publicly facing communications with competing priorities.International Nuclear Safeguards Engagement Program (INSEP) support:The candidate will work with the INSEP Material Quality Group chair to conduct reviews of program materials with event team leads, support documentation and reporting requirements and maintain records on Luminara. In addition, the candidate may also provide project management support for the procurements of equipment and coordination of equipment transfers to partner countries and providing event planning expertise and leadership to assist subject matter experts in developing and implementing international safeguards workshops and training events.Nuclear Stockpile Partnership support:As part of the Nuclear Stockpile Partnership (NSP) Sector Operations team, the candidate will work with the NSP Project Controls & Integration Lead and NSP project managers to enhance the processes, tools, and/or training to support the overall operations of the NSP projects.Areas of focus for the candidate to support are workforce planning and development, communication & recognition, project records, and lessons learned and best practices.These activities will require strong communication skills by interacting and coordinating with the sector, project managers, and group managers.Qualifications

Minimum Qualifications:BS/BA and 5 years of relevant experience -OR-MS/MA or higher and 3 years of relevant experience -OR-AA and 14 years of relevant experience -OR-HS/GED and 16 years of relevant experienceQualifying experience in the following areas will be counted: Department of Energy, Department of Defense, Homeland Security, intelligence community or military that supports national security or radiation detection/protection operationsPreferred Qualifications:Cross-cultural communications skills.Excellent networking abilities.Experience with the US interagency, International Atomic Energy Agency (IAEA), and other international organizations in the development and promotion of global nuclear security norms and standards, best practices, and global awareness of critical nuclear security issues.Knowledge of deterring, detecting, and mitigating insider threats (leaks, spills, espionage, sabotage, and targeted violence), nonproliferation, arms controls, and capacity building to counter R/N smuggling.Knowledge and expertise in Nuclear Material Accounting and Control (NMAC) for IAEA safeguards and facility nuclear security.Knowledge and application of International Nuclear Security Engagement Program (INSEP) to enhance the effectiveness and efficiency of international nuclear safeguards implementation. This is primarily focused on working with countries to help build their capacity to account for and declare nuclear materials and related activities to the IAEA in accordance with their obligation to international safeguards.Hazardous Working Conditions/Environment

Incumbent may be required to support project activities outside of regular business hours and participate in domestic and international travel as needed and when authorized.Up to 25% of domestic or international travel could be required.Additional Information
