City Of Ellensburg - HR DepartmentEllensburg, WAFull-timeEngineeringJob Responsibilities:Provide electrical engineering and project management including designs, specifications, estimates, project management, and customer service for electrical utility capital improvements and maintenance projects.Assist in the procurement of engineering services and electrical utility projects.Prepare work orders and coordinate crew and contract work.Provide customer service in accordance with the standard operation policies and procedures of the Public Works & Utilities Department.Coordinate and provide engineering support for light crews and contract crews.Communicate with developers and contractors to assure development standards and requirements are met.Ensure correct placement of facilities in the field.Assist Senior Electrical Engineer in organizing power quality responses for customers and implementation of power quality monitoring equipment for crews.Design work orders to rebuild or upgrade existing electrical facilities (including route, wire size, and computer-aided drafting).Respond to electric distribution or specific project inquiries; attend pre-application and pre-construction meetings.Assist with field staking of projects; inspect trenching and vault pits provided by developers and contractors for electrical services.Provide engineering support for in-house projects and issue electrical switching orders.Determine and maintain project schedules; manage project budget and control project costs; ensure project objectives are met.Ensure centralized project documents are complete and properly filed.Research right-of-way and easement acquisitions; procure easements, right-of-way permits, critical areas, and hydraulic permits as required.Administer applicable codes, regulations, and requirements for assigned projects.Estimate project costs using CAD and office suite software (including materials, equipment, and manpower).Assist Senior Electrical Engineer in implementing protection settings for substation and line breakers, reclosers, fusing, aerial and pad-mounted gear, as well as settings for substation and line regulators and power factor correction capacitors.Organize and administer requests for qualifications and proposals, and special material procurement bids; organize and administer bid calls and requests for quotes for contract work, including specifications and recommendations for award; supervise contract work.Assist with grant applications and special projects; assist with requisitions of non-stock items as required for day-to-day operations.Assist Operations in ensuring PCB compliance with TSCA regulations, disposal, and records.Attend workshops to monitor changing regulations.Assist in preparing annual project work plans for the light division; assist in preparing biennial budget and annual Comprehensive Plan (6-year plan).Utilize the one-call system.Other duties may be assigned.Position Details:This is a full-time, benefited position. $10,320 - $11,676/month (FLSA Exempt) plus excellent benefits.Qualifications:Required Education and Experience:Bachelor's degree from a four (4)-year college or university in Engineering with an emphasis on electrical engineering.Two (2) or more years of experience with an electric utility.Please Note: An equivalent combination of education and experience may be considered in lieu of some of the requirements above, as determined by Management.Required Certificates, Licenses, and/or Registrations:Engineer in training (EIT), or ability to obtain within 18 months of hire.Qualified Worker per OSHA 1910.269.Valid State Driver’s License or ability to obtain one by the time of hire; must maintain an insurable driving record.First aid/CPR/AED certification or ability to obtain within six (6) months of employment.Preferred Qualifications:Registered Professional Engineer (PE).Project Management Professional Certification from the Project Management Institute.Proficient in Synergi (DNV GL) Electric modeling software and project management software.Bilingual in English/Spanish.
