Applications for this position will be accepted until 11:59pm CST on 11/07/2024Under direction, in a managerial nature, the Director of Finance manages and oversees the financial, accounting, budgetary, grant, and contract administration operations for both the Department of Planning and Development (DPD) and the Department of Housing (DOH), and performs related duties as required.ESSENTIAL DUTIESPlans and directs the work of professional staff engaged in managing, analyzing, and reporting on financial matters (e.g., economic data, procurement and contracting processes, revenues and disbursements, long-term debt payments, fund investments, cost allocation) for DPD and DOH.Directs the development and implementation of policies and procedures to ensure sound fiscal management and operational efficiency.Directs the accounts payable and revenue management functions for both departments.Oversees the development of internal accounting procedures to improve financial reporting of department receipts and expenditures.Participates in annual city-wide audits, including the Tax Increment Finance (TIF) report and Single-Audit Review.Directs and participates in the design and implementation of new computerized accounting systems to improve the effectiveness of financial reporting.Directs the costing of proposed expanded programs and the preparation of related reports.Approves program and operational budgets and amendments for appropriateness of funding.Directs the financial management and operations of Federal, State, and local grants including cost allocation and personnel time tracking and activity reporting systems.Monitors expenditures from grant, revenue, and TIF funds, ensuring spending practices are in compliance with contract provisions and government regulations.Authorizes spending adjustments and fund re-allocations to ensure funding availability.Establishes and implements internal auditing systems and financial controls to ensure the appropriate use of funding.Directs and authorizes the preparation of fiscal reports summarizing and forecasting the department's financial position.Functions as departmental liaison on financial-related issues to the Office of Budget Management, City Comptroller's Office, Department of Procurement Services, and government and delegate agencies.Makes staffing-related decisions (e.g., hiring plans, work scheduling, labor/employee relations).Additional duties may be required for this position.Location:

8:30am - 4:30pm (start time is flexible but additional hours will be required)THIS POSITION IS EXEMPT FROM THE CAREER SERVICEMINIMUM QUALIFICATIONSGraduation from an accredited college or university with a Bachelor's degree in Accounting, Finance, or a directly related field with 15 semester hours in Accounting or Finance, plus five (5) years of professional financial management experience of which four (4) years are in a supervisory role related to the responsibilities of the position, ORGraduation from an accredited college or university with a Master's degree in Accounting, Finance, or a directly related field with 15 semester hours in Accounting or Finance, plus four (4) years of professional financial management experience of which four (4) years are in a supervisory role related to the responsibilities of the position.SELECTION REQUIREMENTSThis position requires applicants to complete an interview.
