Disaster Management/FEMA Hazard Mitigation Lead
to assist in managing Federal Hazard Mitigation projects.
This position is Remote, United States and Puerto Rico, with the requirement to travel up to 25% annually.This opportunity presents a great chance to assist in rebuilding communities after disasters strike. You will work closely with Subrecipients assisting them with their recovery efforts.Salary Band Range for this opportunity:
$105,000.00 to $130,000 based on match of
qualifications/skills/experience/responsibilities,
location, and other.Key Responsibilities:• Work with State counterparts in identifying mitigation opportunities.• Assist Subrecipients with writing their 404/HMGP grant applications or 406 Hazard Mitigation Proposals.• Build and maintain relationships with State counterparts and Subrecipients.• Ensure that the Scope of Work is concisely written and is clearly defined.• Ensure that budgets are thorough and accurate and fall within the FEMA guidelines of eligible activities.• Assist Subrecipients with gathering all needed documentation to complete the grant applications and BCAs.• Coordinate Environmental Reviews or any Environmental Documentation required with ICF’s Environmental Team.• Work closely with ICF’s Benefit Cost Analysis Staff and coordinate any required Benefit Cost Analysis. Provide any documentation requested by ICF’s BCA staff.• Reviewing 404/HMGP project applications for accuracy and completeness prior to FEMA submittal; follow up with Subrecipient with any outstanding documentation needed.• Manage and monitor grant applications to ensure project implementation is on track with project timeline in application.• Develop Quarterly Reports.• All administrative tasks associated with projects.• As requested, review any Damage Description and Dimensions to identify mitigation opportunities.• Coordinate Cost Estimates for the proposed mitigation measures with the Cost Estimating Team.• Process projects using ICF’s Disatrax program.• Review proposed projects for any Appendix J opportunities.• As needed, provide technical assistance to our State Counterparts and/or Subrecipients.• Review FEMA supporting documentation in FEMA Grants Portal.• Develop Hazard Mitigation documents, templates, and checklists.• Conduct site visits of damaged
facilities/structures,
if needed.Please provide a resume that clearly addresses the requirements, skills and responsibilities.Must Have Qualifications:• Bachelor’s degree.• 10+ years of direct experience in FEMA Hazard Mitigation Grant Program (HMGP), including hands-on FEMA 404 and 406 Grant Programs.• 12+ years of direct experience with Benefit Cost Analysis.• Able and willing to travel (flight/vehicle) for program needs as directed, including potential for quarterly one week-long trips. to Puerto Rico (client); up to 25% annually.Preferred Skills/Experience:
(may set candidates apart)• An understanding of the FEMA grant process.• Understanding of the grant life cycle.• Knowledge of federal and state disaster management programs.• Knowledgeable of FEMA’s policies and the 44 CFR.Professional Skills:
