The primary purpose of this role is to manage and oversee the full procurement lifecycle, including the Procurement Program for Saint Gabriel projects, ensuring compliance with federal passthrough funds, DOE, 48C procurement requirements, and internal procurement policies. This includes direct purchases of long-lead equipment and managing EPC contractors' procurement operations. The role ensures all projects and contractors adhere to applicable regulations, such as Uniform Grant Guidance (UGG), Federal Acquisition Regulations (FAR), and Contractor Purchasing System Review (CPSR) standards, through regular audits of contractors and vendors for compliance with Orbia policies and DOE requirements.

This role is responsible for developing and maintaining procurement processes and subcontractor management procedures, negotiating contracts, and mitigating procurement risks. Additionally, the position requires close collaboration with internal teams, including legal and finance, to ensure that procurement activities meet legal, financial, and compliance requirements. It also involves providing expert guidance and training to project teams on procurement practices, strategically managing vendor relationships, continuously evaluating federal procurement trends, and integrating effective procurement tools and methods for organizational efficiency.

This role is highly complex, requiring extensive cross-functional coordination with internal stakeholders such as Legal, Tax, Customs, Government Affairs, Logistics, Engineering, and Project Management, as well as external stakeholders including EPC contractors, vendors, and licensors. The complexity arises from managing the entire procurement process, from developing detailed bidding timelines and procurement documents to overseeing and managing bidding events. The role involves clarifying roles and responsibilities across a diverse range of stakeholders, ensuring all logistics details are addressed to meet delivery requirements. This includes ensuring that equipment arrives at the site safely, without defects, and in alignment with Required On-Site (ROS) dates. The role demands meticulous planning, continuous communication, and strategic problem-solving to mitigate risks and ensure compliance with various legal, financial, and regulatory standards, including DOE, 48C, UGG, and FAR requirements, while delivering on project objectives in a highly regulated and dynamic environment.

Procurement Management & Compliance:Manage procurements using federal passthrough funds from federal agencies to subcontractors from inception through close out and maintain compliant subcontract and procurement files.Review proposals or responses to Request for Proposals received from potential offerors or bidders for Government regulation adherence using federal passthrough funds and internal policy compliance.Ensure procurements comply with firm policies and procedures, as well as with Uniform Grant Guidance (UGG) and Federal Acquisition Regulations (FAR) and any reporting requirements.Monitor and evaluate changing DOE procurement requirements and industry trends and make recommendations/modifications to policies/procedures as needed.Identify procurement risks and issues, provide solutions, and recommend actions.Assist in preparing monthly and quarterly reports to be sent to federal agencies for compliance with federal grant requirements, as needed.Policy, Process, and Systems Development:

Develop, write, enhance, and maintain internal policies, procedures, workflows, and processes in support of subcontract and procurement functions for CPSR compliance.Develop and integrate procurement management tools, templates, methods, and processes for engagements.Implements Category Strategy following global Target Operating Model (TOM).Optimizes buying channels and leverages market opportunities.Brings potential innovation to Business Intelligence (BI) and local market intelligence.Supplier & Vendor Management:

Maximize usage of Master Services Agreements (MSAs) or Frame Services Agreements (FSAs) as possible.Identify and evaluate existing and potential local suppliers as well as the establishment and maintenance of supplier relations.Provide feedback to Corporate Category Manager as needed.Contract Negotiation & Legal Collaboration:

Prepare, review, and negotiate Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and Subcontract Agreements.Collaborate with the Project team to review purchasing strategy and needs; work closely with internal and external legal counsel on legal, accounting, and compliance requirements.Collaborate with Finance and Project teams to ensure proper procurement, funded value, timekeeping, billing, and any other financial requirements comply with internal policies and federal regulations.Stakeholder & Business Partner Collaboration:

Manage local Business Partners actively and collaborate to align common goals.Coordinate Business Partner demands within procurement and ensure that relevant information is shared and Business Partner is supported adequately.Potentially lead and drive regional procurement initiatives.Risk Management:

Identify, evaluate, and classify sourcing risks and devise risk mitigation measures.Training & Reporting:

Train the project team regarding procurement compliance with applicable laws and company policies, as necessary.Role Requirements

Bachelor's degree or equivalent experienceDeep knowledge of the UGG, the FARs, and other Federal Purchasing regulations and how to translate those requirements into operational processes and procedures10+ years of Federal Subcontract Management and Procurement experience7+ years of in-depth CPSR audit experienceSkills and Experience

Experience designing, implementing and managing UGG procurement programs, processes and procedures, leveraging deep knowledge of the UGG, CPSR and Procurement PoliciesExcellent working knowledge of Subcontract Management and Procurement concepts; UGG and how those differ from the FARs and Defense Federal Acquisition Regulations (DFARs)Ability to work autonomously as we as cross-functionally with other teams and to influence and build effective working relationships with individuals at all levels of the organizationExcellent oral, written and presentation skills, with ability to summarize information clearly and accurately to be able to make business decisionsAbility to learn and apply firm policies and procedures quickly, good judgment and common sense, perseverance, and problem-solving ability
