Summary The incumbent serves as an intern in the FMC Office of the Inspector General (OIG) Pathways Program. The purpose of this position is to provide a formalized, intern training program involving the practical application of professional auditing/accounting principles, procedures, processes, regulations, and reference materials. Assignments will be configured to build training experiences to provide a solid foundation to prepare the incumbent for an audit position. Responsibilities Ideal Candidate Statement: The ideal candidate is a detail-oriented, integrity-driven student pursuing a degree in accounting, business administration, public administration, or finance. The candidate should be familiar with basic Microsoft Office software and possess strong analytical, communication, and note-taking skills. As a Student Trainee (Auditor), you will: Perform non-complex procedures and tasks or assists senior team members in completing complex assignment procedures involved in conducting an audit or other tasks. Perform research based on instruction to help gather background information about the program and relevant criteria. Review documents provided by or prepared by program officials to ascertain accuracy and completeness of information provided and/or to test compliance with program controls. Perform data analysis to organize data, identify trends, and otherwise interpret results. Help prepare written summaries of procedures performed, including documenting summaries of meetings held with FMC officials and other individuals. Prepare documentation to support work performed, including findings, conclusions, and recommendations. Attend meetings with program officials, OIG management, and other individuals in the accomplishment of the OIG mission. Maintain professional competency through continuing professional education (CPE), ensuring government-related CPE requirements are met. Build fundamental knowledge about FMC programs, and the OIG operations, practices, and professional standards. Keep supervisor frequently and regularly informed of job activities. Consult with the Inspector General (IG) to adjust plans and priorities to accommodate changing situations. Requirements Conditions of Employment The duration of the Schedule D Pathways appointment serves as a trial period. Must be a U.S. Citizen. Must be able to obtain and maintain a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. E-Verify is an Internet based system operated by the Department of Homeland Security (DHS) in partnership with the Social Security Administration (SSA) that enables participating employers to electronically verify the employment eligibility of their newly hired employees. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. May be required to obtain and use a government-issued charge card for business-related travel. May be required to file a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Qualifications You must meet the following requirements by the closing date of this announcement: For the GS-04 grade level: You must have completed 2 full academic years (60 semester hours) of post-high school study or an associate's degree. Pathways Student Internship Eligibility Program Requirements: Must be a current student (or accepted for enrollment) at an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, or trade school; advanced degree programs; or other qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled) pursuing a qualifying degree or certificate. You must maintain student eligibility and enrollment for the duration of the internship. If you do not maintain eligibility and enrollment, you are ineligible for this program. You must enter into a Pathways Agreement. Every semester, you must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale. Meet the qualification standards (e.g., series and grade). It is your responsibility to ensure your resume states complete information for each job entry. PROGRAM COMPLETION AND CONVERSION ELIGIBILITY: This position is eligible for conversion to a term or permanent position upon successful program completion with promotion potential up to the GS-13 grade level. However, it is important to remember that eligibility for conversion does not guarantee you will be offered a term or permanent position. To be eligible for conversion, interns must meet the following requirements: Complete at least 640 hours of work experience acquired through the Internship Program prior to or concurrent with completion of academic requirements; Complete educational requirements (as specified in the announcement); Meet the Office of Personnel Management's qualification standard, including any applicable positive education requirement and/or selective placement factors and any other special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the specific competitive service position to which the intern will be converted. Your transcripts/proof of enrollment must show that you are working towards a degree in auditing or a degree in a related field such as business administration, finance, public administration or accounting. If you do not graduate with a degree in one of these fields or meet OPM's qualification standard for the target position, you will be ineligible for conversion to a term or permanent performance auditor GS-0511 position. Successfully complete all the requirements of the Internship Program as defined in the agency-participant agreement; and Perform the job successfully as documented through performance evaluations and/or completion of an Individual Development Plan (IDP). Additional Information The incumbent will receive training through classroom and on-the-job training assignments to become well versed in audit techniques, FMC and OIG programs, and legislations, regulation, and practices. The position may be eligible for telework. This is not a full-time telework position or approved as a remote work position. This position requires the employee to report to the FMC worksite in Washington, DC. We may select from this announcement or any other source to fill one or more vacancies.
