Job description:
Client seeks contract resources to prepare and provide support for County Child Welfare staff during the implementation of the statewide Child Welfare Information system (CWIS). This is NOT a Desktop Support or Help Desk support position.The County Liaison acts as an integral part of Readiness and Implementation Support initiatives. Working closely with the Readiness Lead, this position will facilitate meetings, conferences, and other activities to advocate for, as well as foster and maintain effective communication with state and county staff regarding CWIS concerns impacting or related to Child Welfare.This role may coordinate with other CWIS business, policy, and project team members to troubleshoot, replicate, and report errors and/or unexpected outcomes within the CWIS and/or escalate to management as they arise.This position uses policy subject matter expertise regarding NC Child Welfare, knowledge of CWIS/NC FAST functionality, as well as understanding of how counties provide delivery of services to guide new users as they navigate and submit data into the new system.This position requires significant travel throughout the state.Minimum requirements include: Excellent written and verbal communication skills, change management, Microsoft Suite (including, but not limited to PowerPoint, Excel, & Outlook.Travel expenses are reimbursed using the state's protocol for submitting expenses after travel. The contractor will, at the direction of management, either ride with an employee driving a state vehicle or drive their personal vehicle and be reimbursed mileage after travel. Per diem is paid directly to the contractor and most hotelExpenses are direct billed through the state.Skills:
Demonstrated working knowledge base of technical requirements, program requirements and business needs in county departments of social services,Demonstrated working knowledge of/ability to interpret rules, procedures and policies with an emphasis on NC Child Welfare programs.Ability to collect, review and interpret data effectively to ensure stakeholder and agency objectives are metSignificant proficiency in NC FAST navigation, application development and capacity forsystem analysis to support user enrichment and strategic plansAbility to think analytically and engage in active problem-solving.Ability to work systematically and logically to resolve problems, identify causes and anticipate both expected and unexpected resultsDemonstrated above average written and oral communication skills including correct grammar, vocabulary, and terminology for effective communicationAbility to plan and organize large volumes of work in an organized, detailed, and results driven manner both in a team and individuallyDemonstrated above average relationship building and retention skills with both internal and external partners
