Overview:
W e are hiring a Senior Communications Architect to focus on designing, implementing, managing, and optimizing communication systems within our organization. This role requires a deep understanding of networking principles combined with extensive experience in Voice over Internet Protocol (VoIP) technologies. The ideal candidate will be responsible for ensuring the reliability, scalability, and security of our communication infrastructure, including telephone systems, cellular distributed antenna systems, and cellular contracts. This position resides in the Enterprise Operations group of the Digital Services Infrastructure & Operations group in the Information Technology Services Directorate at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:
Design and Architecture: Develop and implement comprehensive communication architectures that align with organizational goals. Ensure that systems are robust, scalable, and able to meet current and future communication needs.Networking Expertise: Leverage a strong background in networking to troubleshoot, optimize, and enhance network performance specifically for VoIP applications. Work closely with network engineers to ensure seamless integration of communication systems.VoIP Implementation: Lead the deployment and configuration of VoIP systems, including SIP trunking, PBX solutions, and related technologies. Ensure high-quality voice services and reliability across all platforms.Liaison with DOE and other sites: Interface with DOE and other DOE sites in Oak Ridge to ensure ORNL needs being met via the DOE Telecommunications Prime contract. Maintain purchase orders for DOE provided telecom services.Manage External circuits: Coordinate with ORNL end users and telecom carriers for dedicated data circuits terminating at ORNL. Coordinate with fiber techs to extend circuits to final demarcation points within ORNL. Coordinate site access for telecom carrier personnel. Obtain quotes and order circuits from carriers for circuits funded by ORNL. Maintain database of circuits and ensure circuit costs are charged to appropriate end user org.Collaboration and Integration: Collaborate with cross-functional teams to integrate communication solutions with existing IT infrastructure and applications. Develop strategies for effective communication across various departments.Additional areas of responsibility include Cellular Distributed Antenna Systems, managing cellular contracts, radio frequency management, security and compliance, documentation and reporting, and training and support.Deliver ORNL's mission by aligning behaviors, priorities, and interactions with our core values of Impact, Integrity, Teamwork, Safety, and Service. A BS in computer science, computer engineering, information technology, information systems, telecommunications, business, or a related field of study ant eight (8) to twelve (12) years of aligned professional experience is required for consideration. An overall combination of equivalent education and experience may be considered.At least five (5) years of communications architecture experience focused on VoIP technologies. A strong background in networking is also essential.Proficiency in VoIP protocols (SIP, RTP, etc.) and technologies.In-depth knowledge of networking concepts (LAN/WAN, QoS, firewalls, etc.).Experience with network monitoring tools and VoIP management software.Familiarity with cloud-based communication solutions is an advantage.Excellent problem-solving and analytical skills.Strong communication and interpersonal skills to collaborate effectively with technical and non-technical stakeholders.Ability to work independently and manage multiple projects simultaneously.Preferred Qualifications:
CCNP and/or Avaya Certified Implementation Specialist certifications are heavily desired.Special Requirements:
Visa sponsorship is not available for this position.This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
