to support the United States Department of Veterans Affairs (VA) Human Capital Services (HCS) Training Management & Performance Improvement (TMPI) Division. So, what will the Senior Instructional Systems Designer at Terrestris do?

Big picture, the mission of the U.S. Department of Veterans Affairs (VA) is to fulfill President Lincoln’s promise “to care for him who shall have borne the battle, and for his widow, and his orphan” by serving and honoring the men and women who are America’s Veterans. Under the VA, the Veterans Benefits Administration (VBA) supports this mission by providing a variety of benefits and services—including disability compensation services, insurance programs that provide financial security, and employment, business start-up, or independent living services and assistance—to Servicemembers, Veterans, and their families. Additional benefits and services to Veterans, specifically Veterans exposed to environmental hazards while fighting for our country, were expanded with the passage of “The Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022”, commonly known as the PACT Act. The PACT Act provides the VBA with mechanisms to enhance the claims processing of and increase the workforce to support Veterans covered under this Act.

Specifically, you will support the VA by providing technical guidance including VA initiatives and in the Federal Government arena.

What does a typical day look like for the Senior Instructional Systems Designer?

You will:

Analyze, design, develop, and create new training materials.

Sustain, update, and reconfigure training materials and products across the VBA organization supporting a vast stakeholder population.

Provide expertise and support personnel to perform activities that include but are not limited to human performance improvement, needs assessment, test design, formative and summative evaluation, usability testing, course validation, test reliability and validity, diagnostic testing, job and task analysis, front end analysis, training situation analysis, competency alignment, proficiency assessments, performance support systems and updates and maintenance as required.

Identify all assumptions as to scope of required activities and number and type of components along with their technical approach to complete the work.

Submit a monthly report that documents the type and description of training design and development work in progress and completed, issues and coordination with SMEs, activities completed and remaining, and other information as may be required.

What qualifications do you look for?

You might be the leader we’re looking for if you:

A Master’s degree in Instructional Systems Design or a field of study related to the assigned project(s) and a minimum of six (6) years of relevant experience in projects of national scope, including VA initiatives OR a Bachelor’s degree in Instructional Systems Design or a field of study related to the assigned project(s) and a minimum of eight (8) years of relevant experience in projects of national scope, including VA initiatives and in the Federal Government arena.

Possess and maintain Project Management Professional (PMP) certification, or equivalent industry recognized PM certification, throughout the duration of the contract.

Have relevant experience in projects of national scope, including VA initiatives and in the Federal Government arena.

Must have Veterans Administration initiative experience (required).
