was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.The

project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.The
LBJ Express (LBJ)
is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Summary:
The Health, Safety, Environmental and Quality (HSEQ) Director will be responsible for developing new, and implementing existing, company HSEQ programs. The HSEQ Director is responsible for ensuring compliance with all applicable local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT) and Environmental Protection Agency (EPA). The HSEQ Director will verify program effectiveness by participating in routine audits, inspections and investigations. The position is obligated to stop the job when there is an imminent hazard to the health and well-being of employees, and to protect company property and the environment. The HSEQ Director will also ensure the Quality Control and the compliance with the Quality Management System and implement and develop the Quality Management Plan.Position Responsibilities:Ensure compliance with legislation and regulatory HSEQ requirements and establish action plans to communicate them to team members.Identify and analyze continuous improvement initiatives and verify the corrective action effectiveness as it related to HSEQ compliance.Support case management of all occupational injuries/illness to include provision of care/treatment, arranging for and monitoring light-duty programs, managing an injured worker’s return to work and supporting HR requests for Worker’s Compensation information.Prepare reports on QHSE performance and present them to stakeholders.Manage occupational incidents and accidents and implement prevention plans.Manage and develop the Companies’ Quality Management System.Advise all Concessionaire's team on the state of the Quality and Environmental Management System and the Facility Management Plan.Fulfill the duties assigned to the Quality Manager in accordance with the FCA.Responsible for the Management Review Process of the Quality and Environmental Management System.Prepares an audit schedule for internal and external parties and initiates such audits and prepares reports for management's follow-up.Advises the CEO on audit results, corrective actions, and changes to procedures.Responsible within the Concessionaire regarding all aspects related to quality assurance.Advise and liaise with other departments in identifying training needs in Quality and Environmental matters.Assist in investigating non-conformities and recommend corrective actions, if any.Liaise with TxDOT Representative(s), the D-B Contractor, Independent Engineer and any Third Parties regarding quality related matters.Lead in Reporting, Document Control Systems and Schedule.Assist in Design/Construction quality oversight.Ensure compliance with ISO standards.Promote and ensure the quality and environmental commitments in the Organization.Oversee quality management personnel dedicated to design, construction, operations, and maintenance.Oversee the Safety Manager and document control personnel.Advise the different departments of the Organization on implementing appropriate quality procedures and corrective actions within their areas of responsibility.Ensure environmental compliance and review the Safety Manager’s responsibilities.Lead periodic Management Reviews to assess the effectiveness of the Quality and Environmental Management System.Review Sub-consultants' quality plans and procedures for compatibility with the Companies’ quality plans.Ensure that appropriate personnel receive training on the Quality and Environmental Management System and safety.Update the documents of the Quality and Environmental Management Systems of the Project Management Plan as necessary.Develop training and awareness plans for QHSE requirements.Liaise with external/independent quality and environmental auditors to schedule audits and review results.Performs other job-related duties as assigned.Qualifications (Knowledge, Skills & Abilities):To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
