Job DescriptionReporting to the Vice President of Human Resources Fulfillment, with wide latitude for independent initiative and judgment, manages a large staff in the talent acquisition and onboarding process.

Responsibilities include:

Overseeing the administrative process of filling a very high volume of vacancies per year through the use of civil service lists, administration of posting and transfer program and discretionary recruitment strategies.

Proactively work with client departments to understand their business needs and talent acquisition requirements. Provide subject matter expertise, advice and solutioning. Develop and implement creative and effective sourcing strategies to ensure vacancies are filled timely.

Monitoring position classification, candidate qualification review and employment verification processes.

Ensuring compliance with civil service rules and regulations; all applicable employment laws and contractual obligations.

Producing and analyzing performance metrics and workload statistics and developing procedures to increase operational efficiency and effectiveness.

Training personnel on operating and documenting procedures.

NOTE: IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW, NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

Minimum Qualification Requirements

A baccalaureate degree issued upon completion of a four-year course of study in an accredited college or university and ten (10) years of satisfactory, progressively responsible, full-time, paid professional experience in personnel management in a governmental agency, business firm, civic organization or educational institution; or,

A satisfactory equivalent.

Preferred Skills

Excellent communication skills.

Knowledge of civil service rules and regulations.

Extensive knowledge of NYCHA staffing programs and procedures.

Demonstrated ability to meet strict deadlines and a desire to work in a fast-paced environment.
