PRIMARY FUNCTION OF POSITIONDirect the operational and personnel activities within the Office of Treasury and Financial Management (TFM). Functional responsibilities include:Operating Cash InvestmentsCash Management and BankingDebt ManagementEndowment ManagementSpecial ProjectsThe TFM Director reports to the Vice President for Financial Planning and Analysis.DUTIES AND RESPONSIBILITIES
Operating Cash InvestmentsManage the University’s operating cash investment activities, including the development and implementation of policies and strategies for the operating cash pools and other separately managed investments as approved by the Board of Trustees.Primary liaison for the investment consultant and investment managers for operating cash pools and other separately managed investments.Provide reporting, analysis, and strategic recommendations for operating cash pool investments.Continuous monitoring of the operating cash pools and investment managers.Investment accounting, performance management, portfolio analysis and external reporting.Cash Management and BankingOversee the University’s daily cash management and banking activities, including implementation of new banking relationships and services.Primary liaison with financial providers.Provide reporting, analysis, and strategic recommendations for operating cash pool liquidity.Day-to-day operating cash liquidity.Daily, monthly, and multiyear cash flow projections.Investment income projections.Debt ManagementOversee the University’s external and internal debt management activities, ensuring compliance with relevant bond covenants and agreements.Summarize and analyze the University’s debt portfolio to minimize risk-adjusted cost of capital.Primary liaison with internal and external bond counsel and debt advisors.Coordinate presentations on debt financing or refinancing.Monitor debt capacity and projections.Manage internal loan and leasing programs.Endowment ManagementAdminister the University’s endowment operations, ensuring compliance with UPMIFA and University policy.Liaison with University Advancement and endowment recipient departments.Review new endowment agreements and amendments.Administer spending policy distributions as approved by MSU Board of Trustees.Provide endowment fund annual reporting for inclusion in the University’s audited financial statements.Special ProjectsResearch and analytical reviews as assigned by executive management.Assist with public-private partnership capital opportunities.Provide oversight of healthcare-related financial activity.Business plan reviews and financial analysis as needed.Supervision and AdministrationPerform all duties associated with hiring, supervising, and leading treasury and financial management team members.Coordinate planning processes for assignment of operational responsibilities.Equal Employment Opportunity Statement
