Recommends and implements policies and procedures. Directs subordinate managers and staff. Will provide some direction and influence on agency policy. Provides leadership across multiple units, departments, and/or regions.Primary Duties & Responsibilities:Serves as subject matter expert for multiple areas, including fleet management, records management, surplus management, assets management, warehouse management, uniforms, and inventory.Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees. Performs all necessary human resources and leadership functions for direct reports and indirect reports as necessary.Provides technical assistance, support, and guidance with customers. Develops and provides training and process materials for customers.Coordinates interaction between department, agency, and facility operating units, other programs, and/or external customers and agencies as appropriate. Conducts self as a collaborator and excellent communicator to internal and external customers.Conducts or participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines. Ensures alignment and compliance with governing bodies’ regulations and policies.Plans, administers, and controls the budget for both the Office of Assets & Property Management and Statewide Warehouse. Ensures timely payment of invoices, adequate annual encumbrances, and review and approval of requisitions. Oversees contracts and serves as the point of contact as applicable.Conducts at least two site visits per month to secure facilities, community service offices, and/or the Milledgeville YDC campus.Serves as DJJ’s liaison and primary contact for the 1122 program.Participates in the planning, coordination, development, and implementation of long-term goals and objectives.Responsible for the day-to-day operations of Central Office and Milledgeville staff, including serving as the representatives for pertinent meetings, developing and submitting all reports by the deadline, and ensuring both campuses are adequately staffed.Minimum Qualifications:Bachelor's degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role.OR nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role.OR five (5) years of experience required at the lower-level Sr Mgr, Business Ops (GSM012) or position equivalent.Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.Preferred Qualifications:Preference will be given to applicants who, in addition to meeting the minimum qualifications, have experience with the following:Direct experience with management of fleet, records, surplus, assets, warehouses, uniforms, and inventory.Peoplesoft Financials – holds a current Georgia Certified Purchasing Associate (GCPA) certification.Kronos Time Management – reviewing, editing, and approving timecards.Concur Travel – submitting, reviewing, and approving reports.Processing human resources transactions via ETS and TeamWorks.Managing a state budget, invoice payment, creating requisitions and purchase orders, p-card approvals, and/or contract management.Related databases including AssetWorks, Asset Management, Stores Management System (SMS), FleetCommander, WEX, and Holman’s.In addition to a competitive salary & benefits, GA Department of Juvenile Justice is part of a statewide initiative called Total Rewards that seeks to attract and retain employees by supplementing their base pay and benefits with programs designed to improve the quality of their work environment and lead to greater job satisfaction and work/life balance.
