What Success Looks Like In This JobThe Office of Resiliency and Community Partnerships (ORCP), operating under the County Manager's office, serves as a central hub for both internal and external initiatives aimed at enhancing community prosperity and resilience. Internally, it establishes a centralized grants team to facilitate departmental funding pursuits, ensuring efficient resource utilization. Additionally, it implements an equitable process for partnering and fund distribution to community partners, ensuring fairness in resource allocation. Externally, the office fosters strategic partnerships with Community-Based Organizations (CBOs) to enhance service delivery and expand resource accessibility. ORCP empowers community partners through capacity building and professional development, strengthening their ability to address local and organizational challenges effectively. Collaboration with external stakeholders promotes collective action and shared responsibility for community prosperity, fostering resilience and sustainability.
The Adams County Grants Team is responsible for overseeing the entire lifecycle of grant management, from application and program design to compliance and partnerships, ensuring alignment with Adams County policies and securing essential funding for organizational initiatives.
Examples of Duties for SuccessThe Senior Grant Business Partner plays a pivotal role in supporting the County's efforts to seek, secure, and manage grant funding. This position works closely with subject matter experts to identify, plan, and assess grant opportunities, as well as develop and write grant proposals. The role provides strategic guidance on grant opportunities for both internal programs and pass-through grants to external partners, ensuring responsible and equitable management of funds. A key responsibility includes navigating and securing congressionally directed spending and ensuring effective management throughout the entire grant lifecycle—from application through compliance.
In collaboration with the Adams County Grants Team, this position works closely with other divisions, departments, and external organizations. Success in this role and within the Office of Resiliency and Community Partnerships (ORCP) hinges on building and maintaining collaborative relationships, fostering trust, and promoting mutual respect with professionals at the local, regional, and statewide levels.
This position typically operates on a Monday-Friday schedule, though occasional weekend work and attendance at off-site meetings may be required.
Essential Duties and Responsibilities
Lead and coordinate the internal processes for identifying and applying to grant opportunities.
Research, evaluate, and consult on grant programs, plans, and proposals; provide timely advice and information on opportunities, requirements, procedures, and evaluate grant potential.
Write and support departments in the completion and submission of grant proposals.
Research application processes, edit draft applications for accuracy, completeness, and clarity, and ensure submissions adhere to grant requirements.
Manage initiatives related to Federal and community project funding, with an emphasis on securing congressionally directed spending.
Collaborate with departments to identify and prioritize project needs and engage content experts as necessary.
Act as a liaison between the County and external funding agencies or groups.
Participate in meetings and discussions regarding decisions that impact County projects.
Assist in resolving issues and conflicts with funding agencies.
Prioritize grant applications to maximize funding opportunities and meet critical deadlines.
Prepare reports as required by granting agencies, working in collaboration with the Finance Department and relevant content experts.
Work closely with the Grant Compliance Team to ensure compliance with Federal grant requirements, including Uniform Guidance, and ongoing reporting obligations.
Monitor government and private funding sources for opportunities that could impact the County and keep stakeholders informed.
Prepare and present analyses, reports, presentations, and recommendations to various audiences.
Foster a positive work environment by encouraging teamwork, communication, and promoting diversity, equity, and inclusion.
Supervisory DutiesMay exercise direct supervision over staff.
Qualifications for Success
Extensive knowledge of grant requirements, application processes, and procedures.
Strong understanding of grant reporting, including compliance with Uniform Guidance and other federal regulations.

Strong interpersonal skills, with the ability to collaborate effectively across various County departments and with external partners.

Minimum three years of grant writing experience are required.
Bachelor’s degree in English, Public or Business Administration, or related field is required.
Work experience in a government agency is preferred.
An equivalent combination of experience and training which provides the required knowledge, skills and abilities may be considered.
Equipment Used, Work Environment and Physical Activities
Driving : Drives a County or personal vehicle in the normal course of business.
Office Equipment : Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk & cell), camera, and electronic diagnostic equipment. Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel.
Physical Activities : Moderate physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting & carrying.
Schedule:
Position generally scheduled Monday - Friday. Will require attendance at off-site meetings. This position may require attending or presenting at events hosted at night or on the weekends.
