Job Title: Quality & Safety/Security Certification – Large Infrastructure ProjectLocation: Washington, DC - Washington, DC 20001 US (Primary)Category: Construction ManagementJob Type: Part-timeEducation: Bachelor's DegreeSalary Grade: $47.00 - $57.00 ( $47.00 to $57.00 HR )Travel: NoneSecurity Clearance Required: NoneTypical Duties and ResponsibilitiesSupport development of a program-specific QA/QC Program Plan with representatives from the WMATA Office of Quality and Internal Compliance Operations (QICO);Establish key quality indices for all aspects of the Sewage Ejector Program;Issue non-conformance notices to contractors on incorrect construction methods or materials found during audit, inspection, or surveillance;Maintain and monitor the performance of the program against KPIs established for QA/QC Program Plan and provide weekly reports to the PM;Arrange and conduct job site conferences with technical consultants, engineers, architects, and subcontractors to review program requirements and clarify/resolve any questions or problems before work commences;Approve or reject construction materials based on conformance with specifications;Work constructively with members of the program team to resolve program quality-related issues and provide recommendations to the PM;Conduct audits of manufacturers, suppliers, installation contractors, systems integration, and acceptance testing;Review and accept quality program submittals for compliance, as required by contract documents;Assist the PM with closeout of the construction contracts by producing a final report that discusses all construction methods utilized conformed with the applicable standards and regulations. Also include, in the report, that the success criteria were met.Review IDRs, and Observations in Procore, close the IDRs monthly, provide PM and CM with issue log recorded in IDRs and Observations;Assist key positions with the review of safety and security certification plan (SSCO), Certifiable Items List (CIL), Project Hazard Analysis (PHA);Conduct bi-weekly quality meetings;Manage Safety & Security Working Group (SCWG) and monitor the SSC process;Provide PM with a monthly quality report;Support coordination and communication efforts among WMATA departments;Create presentation documents, proposal materials, high quality visual products;Prepare layouts to support obtaining approvals of proof of concepts as directed by the WMATA Task Manager;Illustrate concepts by designing layouts of art and copy, especially regarding arrangement, size/type size, style, and related aesthetic concepts;Regularly communicate and partner with contractors, as directed by WMATA Task Manager, to create a digital library of the formatted photos, videos, and animation files in support of the Sewage Ejector Replacement Program;Support regular status meetings to communicate project status, updates, and progress;Communication and outreach support services in collaboration with Customer Service, Communication and Marketing (CSCM) office;Participate in virtual and in-person event and meeting with affected businesses and communities, accommodating site tours, flyers distribution, and responding to community questions/concerns related to construction;Proficiency in Microsoft Office.Background and Experience RequiredA minimum of a Bachelor’s degree in engineering, quality, architecture, or related field;A minimum of ten (10) years demonstrable quality assurance and/or quality control experience in construction engineering and related quality oversight of inspection and testing for large infrastructure projects;Knowledge of ISO 9000 quality standards and its application to planning, design, and construction;A minimum of five (5) years of experience conducting quality assurance audits and surveillance of engineering design and construction activities;Familiarity with WMATA design criteria and standards preferred regarding quality management process requirements;Certified Manager of Quality/Organizational Excellence (CMQ/OE) Certification or Certified Quality Engineer (CQE) Certification is also preferred, but not required;Safety & Security Certification Program Representative shall have, within the last three (3) years, completed a recognized certification training course provided by Federal Transportation Administration (FTA), Transportation Safety Institute (TSI), or other recognized Safety and Security Certification Training Agency;Demonstrable experience in phases of visual designs from concept development to final product (including conceptualization, planning, designing, and/or production phases) to produce high quality graphic designs in printed and/or electronic materials to fulfill the conceptual vision of creative projects that meets project objectives;Must display proficiency in technology or professional digital creation tools, such as Adobe Creative Suite to create, improve, or edit images and videos; including proficiency using digital editing tools or programs such as Adobe Illustrator, Premiere Pro, Photoshop, and InDesign;Demonstrable experience using 3D modeling software to create and edit files.
