OverviewDevelopment InfoStructure (Devis) is seeking a Personal Services Contractor (PSC) Policy Advisor for a proposal-based position, contingent upon contract award. The Policy Advisor will provide expertise on the statutes, regulations, and policies related to PSCs in foreign assistance, ensuring Devis aligns with USAID and federal regulations. This role requires extensive knowledge of the Code of Federal Regulations (CFR), Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR), and other relevant policies.
Primary Duties
Policy Alignment and Advisory : Assist Devis in aligning policies with USAID guidelines outlined in ADS, including ADS Chapter 302 (USAID Direct Contracting) and ADS 309 (Personal Services Contracts with Individuals) when applicable.Regulatory Guidance : Provide expert interpretation and recommendations on the implementation of AIDAR, specifically on Parts 722 (Application of Labor Laws), 731 (Contract Cost Principles), and 752 (Contract Clauses).Compliance and Audit Support : Advise on compliance with relevant provisions of FAR, including Part 22 (Labor Laws), Part 37 (Service Contracting), and Subpart 7.3 (Contractor Versus Government Performance), ensuring adherence to regulatory standards.Regulatory Updates : Monitor changes to relevant USAID, OMB, and federal regulations, policies, and directives, providing timely updates and recommendations to Devis management.Inquiry and Audit Assistance : Support Devis in responding to regulatory inquiries, audits, and investigations, preparing documentation, and coordinating responses with oversight agencies as needed.Compliance Review and Assessment : Conduct reviews and assessments of Devis’s compliance with federal and USAID regulatory requirements.Required Qualifications
Advanced degree in Public Policy, Law, Business Administration, or a related field, or equivalent work experience.Minimum of 8 years in a policy advisory role within federal or foreign assistance environments, with a focus on regulatory compliance.Strong analytical skills, excellent communication abilities, and a proven ability to provide clear guidance on complex regulations.In-depth understanding of CFR, FAR, AIDAR, and USAID ADS policies related to PSCs.Experience with USAID or similar government contracting environments.Experience working as, managing or hiring PSCs.Experience with computer systems, including web-based applications, Microsoft Office 365.Desired Qualifications
