GENERAL DESCRIPTION:
The Manager of External Government Affairs works collaboratively with the Government Affairs team to ensure local, state, and federal advocacy and engagement activities are being appropriately managed, delegated, followed up on, and completed.
Additionally, this includes working closely with the Health Policy team to determine system positions and coordinate internal feedback. The Manager will support the Government Affairs team in engagement at the local, state, and federal level, engaging with all aspects of GASC/PAC volunteer work, and all other items as assigned by the Chief Government Relations Officer.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Provides strategic support and direction on governance and public policy issues of importance to Henry Ford Health System (HFHS). Confers with officials of local, state and federal government concerning the interests of HFHS and is responsible for understanding the policy positions in addressing impact of proposed or current legislation.
Establishes meaningful relationships with local, state and federal governmental agencies to establish and maintain contacts to aid and foster government relations activities.
Researches, monitors, analyzes and evaluates legislation and regulation issues that may impact HFHS to determine needs for action and recommends actions to be taken.
Identifies and develops HFHS’ position and lobbying strategies on priority public policy issues and advances the organization’s position on such issues to governmental authorities and within appropriate industry associations.
Responsible for maintaining, creating and/or coordinating internal policies and directives to ensure HFHS’ compliance with governmental laws and regulations.
Assures HFHS’ awareness of active and current governmental legislation that may affect organizational operations.
Maximizes governmental affairs and public policy effectiveness with industry associations by making them aware of HFHS’ position in the public policy arena.
Builds effective relationships with federal, state and local authorities, regulatory agencies and key policymakers.
REQUIRED EDUCATION/EXPERIENCE:
Bachelor’s degree in Business Administration, Health Administration, Public Policy, Political Science or related field. Master’s or law degree preferred.
The ability to travel to the Detroit primary office, the Lansing satellite office, hospital locations, and statewide for legislative/policy events.
Must have highly effective communications skills with the ability to relate effectively with internal and external constituents.
Strong written and verbal skills.
Demonstrated experience in developing and implementing strategic efforts to influence a variety of legislative & regulatory issues. Proven experience in managing relationships with lobbyists and consultants.
Ability to serve as a subject matter expert to legislators and regulators.
Prior experience with media relations and/or development of public awareness campaigns preferred.
Prior experience with state and federal campaign finance rules and regulations preferred.
Prior experience with state and federal political action committees rules and regulations.
