The primary purpose of this position is to serve as the Chief, Intelligence Information to include Force Protection Intelligence, Intel Analyst, Insider Threat, Foreign Disclosure Program and other assigned programs. Provide expert advice to senior leadership and management on effective and efficient management of plans programs for Joint Base San Antonio. Responsibilities Plans, organizes, and directs the activities of 502 Security Forces Group ensuring that Intelligence and Information (S2) section complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents 502 Security Forces Group with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with unit/squadron and wing staff, commanders, and other senior JBSA officials. Provides advice on Threat Information Integration Sharing and liaison with other agencies. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of applicable law enforcement and security, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security and operations supporting protection for assets and personnel; Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of a broad range of Force Protection Intelligence, Foreign Affairs and Threat concepts, principles, and practices to review independently, analyze, and resolve difficult complex problems. Extensive knowledge of applying policy direction to specific operation requirements and developing guidance for applying force protection intelligence policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or level of security controls. Extensive knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of assessing, analyzing and interpreting intelligence information. Extensive knowledge of police officer, intelligence procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response and dispatch. Ability to plan, organize and negotiate effectively with management to accept and implement recommendations, which involve substantial resources, and require extensive changes in established concepts and procedures. Ability communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to staff/coordinate packages with Command and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
