This is a full-time, on-site position located in the Greater Baton Rouge area.
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This position is in the Office of Technology Services, Application and Data Management (AppDM) Health. This position manages a team providing application support to Louisiana Department of Health (LDH) and the Governor’s Office of Elderly Affairs (GOEA). The incumbent utilizes approved OTS tools such as JIRA, SharePoint, Bamboo, and GIT. This manager is also responsible for the development of new processes as defined by the Louisiana Department of Health (LDH) and AppDM management.
Manages and supervises the teams providing support and enhancements for all systems and applications utilized by LDH and the GOEA. Monitors and adjusts staff assignments to align with OTS AppDM Health strategic plan and Agency project needs. Identifies and implements strategies for staff adaption to changing priorities. Ensures support teams provide technical support for the systems and applications according to defined standards, following security, audit, and quality requirements. Collaborates with IT Director on short and long-range goals and assists with AppDM strategic planning. Exercises supervision over OTS Developers and Analysts in applications development and testing. Directs the implementation of IT best practices and standards. Prepares budgets and staffing plans for application development projects. Coordinates training and staff development of technical personnel.
Reviews and provides feedback on project deliverables, technical documents, project plans, and contracts. Prepares and conducts presentations for OTS AppDM support staff and Agency program staff. Participates in the exchange of ideas with Agency program staff and other OTS verticals. Participates in or leads work groups or special committees. Ensures vendors meet or exceed contract requirements and obligations. Conducts the annual renewal of software, licensing, and services for tools used by the AppDM Health teams. Attends daily meetings and ensures IT Director and other AppDM Health Managers are notified of any issues that affect customer service.
Ensures subordinate staff comply with OTS policies and procedures. Provides recommendations to IT Director for changes in policy and/or procedures to improve operational performance. Performs administrative duties including payroll, staffing plans, succession planning, and performance evaluations. Responsible for creating and implementing training and onboarding procedures for new staff.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
