Under the direction of the CIE Executive Director, the Economic Development Director plans, develops, manages, evaluates and documents the activities of the CIE’s community focused programs, including but not limited to the CIE Incubator and Small Business Development Center (SBDC). This encompasses business consulting and development activities, community-focused training and education programs, and all activities under the SBDC grants. The CIE’s economic development mission includes providing business consulting and training to technology entrepreneurs, as well as focused programming to support their access to business capital. Working with community leaders and stakeholders, the Director will lead efforts to spur the continued economic development of the region by supporting both startup entrepreneurs and high-growth, scalable technology enterprises.The CIE Economic Development Director represents the CIE in the community for these programs with SLO County stakeholders, REACH, the region’s Chambers of Commerce, as well as local Federal and State-funded economic development agencies, to formulate strategic plans and to implement the CIE’s economic development mission. Under the Cal Poly CIE contract to operate the Small Business Development Center (SBDC), the Director works closely with the University of California, Merced, Small Business Development Center Regional Network in providing leadership to develop, manage and ensure execution of SBDC programs.The CIE Economic Development Director is responsible for program activity, staff supervision, outreach, budget management, operations, and compliance with applicable rules and regulations under the CIE organizational umbrella. The CIE Economic Development Director plans, organizes, and evaluates the work of staff, consultants, faculty, interns, volunteers, and others providing the community and economic development programs of the CIE. The Director also works in concert with the CIE Executive Director and CIE Development Director, to support fundraising outreach opportunities that will help advance the CIE’s economic development mission.Minimum Qualifications
Master’s degree or other advanced degree preferred.Five years or more of industry experience relevant to Startup Incubators and Business Development.Experience in program planning, implementation, administration, and management.Experience in reviewing and acting upon difficult individual and organizational problems – particularly the ability to work cooperatively with a wide cross-section of people representing a diverse interest.Ability to maintain confidentiality and work independently using discretion and independent judgment.Direct working experience in effective team coordination and demonstrable problem-solving skills.Experience in training, mentoring, supervising, and evaluating staff.Budget administration and management experience.Demonstrated experience developing and maintaining accurate and detailed records.Demonstrated ability to communicate effectively both verbally and in writing and to effectively communicate on an individual and group basis.Demonstrated fundraising experience.Grant proposal and report writing skills.Job related experience with on-line computer systems, databases, word processing, spreadsheet software, email and web applications required.Strong organizational skills, including attention to detail and managing multiple activities.Ability to work occasional varied hours as required to attend Center functions, including weekends and evenings.Ability to travel as required.A background check is required for all regular benefited positions.The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.Physical Demands

COMMUNITY STARTUP AND SCALE-UP BUSINESS SUPPORT:
Provides leadership in the regional business community, as an active board, council, agency, and committee member, to negotiate and collaborate with economic development stakeholders.Plans, develops, manages, and coordinates proposals with the Economic Development Stakeholders to take action on current or future economic development needs, and collaborate with these stakeholders to achieve planned action and results, all in support of the growth of local startups and scaling high-growth businesses.Plans, organizes, controls, and manages sponsorships, partnerships, grants to grow the SBDC program throughout the region.Plans, organizes, controls, manages, and provides business development services to startups and scale-ups in the regional business community.Hires, supervises, coaches, and empowers the 35 person SBDC consultant team in providing one-on-one business development consulting services.Designing and executing events and programs that support technology innovation and commercialization.Designing and offering training and workshop sessions to the business community to support all forms of regional business development.TECH STARTUPS
Plans, develops, organizes, controls, integrates and executes the Incubator Strategy at the CIE HotHouse and any other facilities licensing the CIE Incubator model.Builds a portfolio of Tech Startups by vetting and attracting early-stage businesses to partner with the Incubator for growth opportunities.Manages or provides the delivery of relevant growth services to Tech Startups and early-stage companies within a defined scope of work and timeline.Provides consulting, coaching, mentoring, and leadership support to Tech Startups that results in executable growth plans; including connections to people, organizations and resources that can best serve the startup or early-stage client.Plans, develops, organizes, controls, and manages a network of resources to support the Tech Startups in the Incubator Program, including: advisors, mentors, consultants, capital funding, talent acquisition, and product/service development.Develop the Capital Access Network, building strong relationships with funding sources, including: (i) Angel/VC groups for equity financing, (ii) institutional investors for private debt financing, (iii) and Banks for traditional business loans, SBA loans, and lines of credit; as well as Federal Agencies for SBIR / STTR grants.Facilitates the management of the philanthropically funded Cal Poly Ventures, working with the investors, investment committee, evaluating companies for investment.Plans, develops and creates seed funds that invest in early-stage companies.Prepares, coaches, and assists early-stage businesses from the regional community in securing funding to support their business growth objectives by helping them connect with the Capital Access Network.FISCAL AND ADMINISTRATIVE:
Negotiates, directs, administers the SBDC Award, Federal and State Grants and related Contracts in coordination with Grants Development, Sponsored Programs, and the PI.Plans, organizes, controls, integrates, and evaluates the development and growth of the SBDC in San Luis Obispo County, to ensure that operations comply with the policies and procedures of the Small Business Administration.Works with the Director of Finance and Operations to develop, plan, direct, administer and monitor numerous budgets, including the Incubator Program, the SBDC Award, the Go-Biz Award, ARPA, the SLO City Grant, and the County Board of Supervisors Grant.Creates, directs, and manages systems and processes to ensure Award and Grant compliance and adherence to SBA, SBDC and other Grantor policies and procedures.Recruits, hires, supervises, and manages SBDC staff, independent contractors, paid interns, faculty, and students.Supervises the Director of Finance and Operations, Assistant Director, Program Manager, Project Coordinator, Administrative Assistant, two interns and 35 business development consultants.Plans and evaluates staff performance; establish performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development.FUNDRAISING AND GRANTS
The Director shall identify, develop, and analyze funding sources, leading to successful advancement activities and grant proposals in support of CIE’s strategic plan and the SBDC cash-match requirements.
