HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion, the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Division of Building and Land Development Services (BLDS) leads the agency’s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.
The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit, and the Program Management Unit.
Your Impact:
As Deputy Director of Intake and Scope for the Bureau of Design Review for Preservation Programs within the Division of Building and Land Development Services, you will oversee professionals who work with various HPD-Assisted preservation projects that are in the design phase. You will also oversee professionals who play a key role in identifying properties that meet standards and adhere to rules and regulations of the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, and the American with Disabilities Act.
Your Role:
The ideal candidate should have a background in Architecture, Construction Management, or related field, and possess a thorough understanding and strong knowledge base of New York City building and construction codes, as well as Federal, State, and City housing codes and regulations, along with experience in methods and standards for preservation of multi-family housing. The ideal candidate should have strong supervisory skills and experience.
Your Responsibilities:
- Assist the Executive Director of Design Review for Preservation Programs in coordinating the design review of projects in the Preservation Programs pipeline.
- Oversee professionals in conducting building walk-throughs and site inspections, prepare intake reports, and verify proposed scopes of work and cost proposals, for projects participating in one of HPD’s preservation loan programs.
- Oversee professionals who review and evaluate drawings, specifications, scopes of work, and cost proposals from consultant architects, engineers, and contractors for compliance with New York City Building and Construction Codes, Zoning Resolution, Multiple Dwelling Law, and handicap accessibility design standards.
- Oversee professionals who prepare and/or develop scopes of work and cost estimates for various programs in accordance with practices and procedures that meet the requirements of City, State, and Federal housing codes and regulations.
- Oversee professionals who participate in and may oversee the design, inspection, construction, demolition and/or alteration of premises to ensure compliance with contracts, drawings, specifications, codes, resolutions, statutes, rules, or regulations and in connection with the issuance of certificates of occupancy or other requisite or pertinent permits.
- Represent the Executive Director and attend meetings with other HPD Program staff and development partners to track project progress and resolve any complicated design issues or impediments that may arise.
- Oversee professionals who participate in project site visits, accessibility inspections, and occasionally, when necessary, attend field meetings, during the construction phase.
- Engage in research, investigations, studies, or examinations related to the architectural functions and activities of the Agency.
Preferred Skills:
1. Thorough knowledge in all areas of architecture, design, and construction, including City, State, and Federal regulations and procedures, and methods and standards for preservation of multi-family housing.2. Excellent trade base knowledge and familiarity with New York City government and housing issues.3. Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.4. Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.5. Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.6. Proficient in the operation of AutoCAD, Architectural Desktop, Bluebeam Revu, Excel, Word, and Powerpoint.7. A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.8. Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.
Minimum Qualifications:
1. A baccalaureate degree in architecture from an accredited college or university and two (2) years of full-time experience in planning, design, research, investigations and/or studies related to urban design development programs; or
2. A satisfactory combination of education and/or experience which is equivalent to "1" above. However, a baccalaureate degree in architecture is required of all candidates. Graduate work leading to an advanced degree in architecture, urban design or city planning may be substituted for experience on a year-for-year basis.
