JOB PURPOSEThe Contracts Management Specialist will support the Contracting Officer's Representative (COR) in a NAVWAR Program Office. The specialist will oversee the development and execution of contracts for the program office. This includes management of contract tracker reports and ensuring the control of cost, schedule, and performance of contracts to mitigate risks, prevent delays, and avoid cost overruns. This role is crucial for improving efficiency in the contract award process, monitoring contractor performance, and enhancing procurement operations.JOB RESPONSIBILITY SUMMARYManage the Acquisition Management System (AMS) tracker, ensuring all procurement activities are documented, monitored, are in compliance with the contract processes.Oversee Contract Data Requirements List (CDRL) deliverables, collaborating with stakeholders to ensure timely submissions and leadership review.Ensure consistency between deliverables, invoices in AMS, and payments in Wide Area Workflow (WAWF), resolving discrepancies to maintain financial accuracy.Lead and facilitate weekly and bi-weekly contract priority meetings, providing status updates on task orders, procurement schedules, and project risks.Assist in pre-award activities by reviewing and editing Request for Proposal (RFP) documentation, ensuring that roles and responsibilities are clear for all stakeholders.Continue to improve post-award contract management through AMS, ensuring accurate tracking of CDRLs, invoices, and vendor performance.Collaborate with teams to optimize workflows within AMS, reducing delays in the contract award process and enhancing the visibility of procurement milestones.REQUIRED EDUCATION AND EXPERIENCETo perform this job successfully, an individual must be able to satisfactorily perform each essential duty. The requirements listed below represent the knowledge, skills, and ability required.Education/Certifications:Bachelor’s Degree and (3) years experience in contracts management, or any equivalent combination of education and experience.Not required but a plus to have a CPMC certification or equivalent.ExperienceDraft procurement-related documents in accordance with FAR, DFARS, NMCARS, and DoD 5000 series requirements.Develop Requirements documents, including Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line-Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government.Administer contracts, including preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions, and tracking obligations/expenditures, and deliverables.Preferred experience applying Navy acquisition and contracting management fundamentals.REQUIRED KNOWLEDGE, SKILLS, & ABILITIESAbility to identify and analyze issues and interpret data.Strong organizational skills to maintain work flow in a fast-paced, schedule-driven environment.Ability to establish priorities and respond to issues or situations to meet deadlines.Excellent interpersonal, verbal, and written communication skills.Ability to work both independently and in a team environment.Strong interpersonal skills working with people from diverse backgrounds.Ability to complete projects with high attention to detail and accuracy to avoid any potential errors.Excellent Customer Service and Communication skills.High ability using Microsoft Office software including Word, PowerPoint, and Excel.Proficient with Data Entry.Self-motivated and the ability to work independently is a must.OTHERThis position requires a completed and favorably adjudicated background investigation conducted by the U.S. Government.U.S. Citizenship is required.Job located at a U.S. Government Facility.
