The NDI Program Manager will be responsible for performance excellence in support of major international Foreign Military Sales (FMS) programs where NDI will hold responsibility as the Lead Systems Integrator (LSI) and Prime Contractor. In addition to a standard set of PM tasks, the NDI Program Manager will also act as the primary supplier manager. This position typically works under general supervision and direction of the VP, Programs, may be required to support a broad range of other NDI programs, and will work closely with functional stakeholders across all program management phases. The PM will exercise discretionary and decision-making authority in support of assigned projects.

Duties and Responsibilities

Program & Project Management

Responsible for the successful development, implementation, schedule, and cost performance of major federal programs in accordance with contract requirements and company policies, procedures, and guidelinesManages, oversees, monitors, and approves all elements of assigned program activities from inception to completion including proposal development, product design, procurement, manufacturing, testing, delivery, installation and acceptance of productsPlans and directs integration of a cross-functional program team that represents various organizations within the company; effectively manages programs within a project or matrix organization. Performs Earned Value Management tasks, program financial management, and ensures timely cash collectionIdentifies program issues with sufficient lead for timely resolution; actively performs risk management and pursues risk reduction on assigned programsMay temporarily represent supervisor when requiredProposal & Business Development

Works to grow the program through contract changes and preplanned product improvementsParticipates in marketing new technology, developing potential new business, and obtaining follow-on business in conjunction with business development teamReviews and approves technical approach, feasibility assessments, and cost estimatesCoordinates proposal preparation, statements of work and specifications, estimation of product/service costs, negotiation, and administration of contractsSupplier Management

Leads all supplier management tasks for FMS and US suppliersWrites supplier Statements of Work (SoW) and negotiates supplier terms and conditionsEnsures timely purchase orders and subcontracts in placeCreates and tracks Subcontractor Data Requirements Lists (SDRLs)Oversees all supplier interactions, including meetings, program reviews, technical discussions, action itemsEnsures suppliers meet NDI scheduled delivery requirementsCoordinates with NDI Quality team to ensure supplier meets program quality requirementsDevelops and executes a supplier risk management planRequirements

Significant working knowledge of engineering, operations (procurement, subcontracting, and manufacturing), system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, finance, and the relationship of programs within a portfolioUnderstanding of federal program management and experience driving successful program outcomes; experience managing multiple projects simultaneously; knowledge of government procurement, contracting, and standards and specificationsProven track record maintaining program oversight, proactive problem-solving and effectively working with customers, internal stakeholders, and program partnersDemonstrated business development and strategic planning skills; familiarity with the entire proposal process, including strategic planning, drafting, and coordination; proven capability acquiring follow-on business and leading significant proposals, showcasing a successful track record of securing new business opportunitiesAbility to travel internationally and domesticallyStrong organizational and analytical skills, and experience leveraging productivity tools and software for performance analysis; proficiency with Microsoft Office tools (Word, Excel, Power Point)Proven ability to lead cross-functional program teamsAbility to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors, and vendorsPreferred Capabilities

Degree in electronic, software or mechanical engineering or related technical discipline, or advanced engineering degree or MBAProject Management Professional (PMP) certificationWork Experience & Education

Minimum of eight (8) years of related technical or engineering experience including five (5) years of project engineering/management, program management or other supervisory responsibility

Salary Description

$120,000+
