This position is responsible for coordinating the County's Community Rating System (CRS) activities and works with the Federal Emergency Management Agency (FEMA) to document and verify the County's involvement in the National Flood Insurance Program (NFIP) and Community Rating System. The CRS Coordinator performs work of moderate difficulty, gathering, analyzing, and interpreting National Flood Insurance Program (NFIP) requirements; proactively ensuring compliance with NFIP requirements to maintain and improve the Country's classification and flood insurance discount in the program, participates in coordinating the CRS Program; and assisting in the development and implementation of other floodplain management related programs. Directs program specific activities and assignments, coordinates with other County departments, develops/maintains community partnerships, and interacts with the public and other organizations. Exercises a great deal of independent judgment in a variety of work situations. The CRS Coordinator will work under the general direction of the Floodplain Section Manager.
Working ConditionsIndoor/Outdoor environment; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance. Ability to sit at a desk and view a computer screen for extended periods of time. Requires flexibility and availability to participate at trade shows and other community outreach events during or after work hours. Requires the ability to identify colors.

Serves as the primary point of contact regarding the County's participation in the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP). Initiates, manages, and documents the Community Rating System (CRS) activities, including ongoing education and training.
Understands the functions of the other departments and be able to work with each department. Be able to assemble, and gather appropriate data, documentation, and information in preparation for the CRS visits and audits, and maintain the documentation for the community's CRS application, modifications, cycle verification visits, and annual re-certifications.
Assists in the coordination of the County's Floodplain Management Program ensuring that the County meets FEMA's minimum NFIP participation requirements.
Assists in overseeing the County's FEMA/NFIP CRS program for flood insurance discounts and proactively develops a plan for an improved rating.
Work with various County departments on projects and activities that reduce flood damages and respond to Federal and State directives to comply with National Flood Insurance Program (NFIP) requirements. Assist in drafting updated County plans and procedures.
Coordinates Community Assistance Visits (CAV), reviews, studies, plans, and other floodplain related projects, as initiated by state and federal agencies.
Provides assistance to FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), CRS Program reviews and other floodplain management program activities.
Coordinate verification visits with the insurance Services Office (ISO)/CRS Specialist.
Promotes public awareness of the Floodplain Management Program through speaking engagements, advertising, and other programs. brochures.
Complete CRS Activity Worksheets.
Manages all aspects of the Community Rating System program, including Represents the County at meetings and workshops as mandated by the State of Florida, as directed. Follows up on all efforts needed to comply with the CRS program, including the annual audit of elevation certificates, permit lists and mailing the annual brochures.
Reviews, research, and compiles materials in the application of the Counties NFIP and CRS program for flood insurance discounts.
Conduct as annual review of the FEMA "Repetitive Loss" list to identify properties, located within the County, to verify accuracy and establish priorities for possible mitigation. Correspond with FEMA to verify the "Repetitive Loss" list accuracy as requested.
Maintains complete and accurate records, files, and documentation for the program, including the Community Floodplain Reference Library that keep the community eligible to participate in FEMA's NFIP, CRS program, elevation certificates, flood insurance rate maps and studies as required.
Responds to National Flood Insurance Program inquiries from FEMA through investigation and providing written reports on the completed results to the appropriate requestor and keeps Building Official informed of request.
Appears as a witness and provides testimony when needed for code enforcement floodplain violations and hearings.
Prepare all require reports for all active FEMA mitigation grant projects for submission to the State NFIP and/or Emergency Management Office.
Represents the County at meetings and workshops as mandated by the State of Florida, as directed. Follows up on all efforts needed to comply with the CRS program, including the annual audit of elevation certificates, permit lists and mailing the annual brochures.

Prepares and presents oral and written reports.
Answers all questions on National Flood Insurance Program posted by citizens, insurance agents and communicates with the public as needed.
Provides Flood Zone determinations to Manatee County citizens, insurance agents, lending institutions, and real estate agents; reviews and interprets Flood Insurance Rate Maps. - Answers all questions on National Flood Insurance Program posed be Manatee County citizens and insurance agents.
Answers NFIP questions posed by citizens, insurance agents and communicates with the public as needed.
Represents Manatee County in the CRS users' group.
Ensures compliance to higher regulatory standards.
Serves as the County's Community Rating System (CRS) Coordinator and follows up on all efforts needed to comply with this program, including but not limited to maintaining and improving, when possible, the rate classification. Tracks changes in the Community Rating System (CRS) program and completes verification and annual CRS recertification.
Participates in the Local Hazard Mitigation Strategy Team, the Multi-Jurisdictional Program for Public Information (PPI), County Floodplain Management Program, etc.
Explains floodplain development and National Flood Insurance Program (NFIP) requirements to the general public, elected officials, developers, architects, land surveyors, planners, and engineers.
Acts as liaison to outside agencies, property owners, developers, land surveyors, insurance companies, lenders, elected officials, and the general public regarding floodplain issues, regulations, requirements and available resources. Prepares related presentations for community forums or public hearings. Assists with mediation of related complaints.
Communicate effectively with the public under stressful situations. Speak with Realtors, homeowner's associations, mobile home parks, surveyors, architects, engineers, contractors, and other associations on community outreach programs to educate, assist and inform the community on the issues of floodplain management, FEMA and the National Flood Insurance Program.
Implements and presents public FEMA program information.
Be able to work with and coordinate with the public, local insurance agents, real estate agents, and other private and/or non-profit sector groups that are involved in floodplain management activities in the community.
Other duties may be assigned by the Building Official or Floodplain Manager.
Participates with emergency response staff during emergency events.Performs other related work (including weather or extreme emergency duties) as required.Minimum Qualifications
High school diploma or equivalent.
Five (5) or more years of progressively responsible experience in the building construction field, Community Development, permitting, such as with a building or planning department or another regulatory agency or as a contractor. Three (3) or more years in a business environment required.
Must possess certification as a Certified Floodplain Manager (CFM) or obtain certification within (1) year of employment.
