VDOT's Richmond District is seeking an
Area Construction Engineer - Operations . As the Area Construction Engineer - Operations, you will independently manage and oversee VDOT construction contracts to ensure quality in accordance with plans and specifications. You will serve as the Responsible Charge Engineer for transportation roadway, bridge construction and traffic operations (traffic control devices, intelligent transportation systems and traffic signals) projects. Position will manage and monitor project budgets and schedules during the construction phase; ensure contractors compile with the federal and state regulations and policies; and process contract change orders to ensure compliance with VDOT & FHWA Policies and Procedures. The selected candidate will supervise and lead VDOT construction managers and consultant teams; assist with the development of project plans and contract documents for roadway, traffic operations, ITS and bridge projects by performing constructability reviews, biddability reviews and provide recommendations for quality improvement; and perform NOI/claim analysis and mitigation.

Minimum Qualifications
• Valid Professional Engineer's license.• Experience reflecting knowledge of transportation construction principles and practices, transportation project management, processes, quality assurance and quality control methods.• Experience reflecting knowledge of engineering design for roadways, structures, drainage and environmental state and federal standards related to highway design and construction.• Experience applying knowledge of federal, FHWA, state, and local transportation rule, regulations and policies.• Knowledge of quality assurance and control methods.• Skill in project scheduling and management.• Skill in use of computers and software applications to perform tasks which support VDOT operations.• Ability to oversee construction activities for multiple projects of varying complexity.• Ability to communicate effectively both orally and in writing with diverse audiences and to make presentation and conduct meetings.• Ability to supervise and evaluate the work of others.• Valid driver's license.
Additional Considerations
• Progressively responsible experience in management and administration of diversified transportation engineering or construction program.• Extensive experience leading and supervising construction and engineering staff.• Experience in managing traffic operations projects to include traffic control devices, intelligent transportation systems (ITS), traffic signals and telecommunication technologies.• Certification as Certified Construction Manage (CCM).• Extensive experience conducting constructability reviews focusing on scheduling, assessments, and report recommendation for highways and structures.
Special Instructions
Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment.
