The Position
Assists the Chief Information Officer (CIO) with the direction and management of computing and information technology strategic plans, policies, programs, and schedules for business and finance data processing, computer services, network communications, and management information services to accomplish corporate goals and objectives for the City and Dougherty County. The Assistant Chief Information Officer will also be expected to serve as acting director in the absence of the department head.Duties
ESSENTIAL FUNCTIONS

Assists the CIO with the direction of the information and data integrity of the City & Dougherty County and their business units.
Develop strategic plans and implement the objectives of the information technology needs of the City and Dougherty County to ensure the computer capabilities are responsive to the needs of the City and DoughertyCounty's growth and objectives.
Assists in the development and establishment of operating policies and approaches for computing and information technology. Evaluate overall operations of computing and information technology functions and recommend enhancements.
Advise senior management on strategic systems conversions and integrations in support of business goals and objectives.
Prepare enterprise objectives and budgets to facilitate the orderly and efficient capture, storage, processing, and dissemination of information.
Interact with City and Dougherty County managers on internal and external operations that are impacted by the capture, storage, processing and dissemination of information.
Assists the CIO with the review and approve major contracts for computing and information technology services and equipment.
Oversee the development, design, and implementation of new applications and changes to existing computer systems and software packages.
Assists the CIO with identifying emerging information technologies to be assimilated, integrated, and introduced within the City and Dougherty County.
Assess new computing technologies to determine potential value for the City and Dougherty County.
Establish City and Dougherty County infrastructure to support and guide individual divisions/departments/sites in computing and information technology efforts.
Assists the CIO with the establishment and implementation of short and long-range departmental goals, objectives, policies, and operating procedures.
May be required to manage a division in the absence of a respective division head.

Attends classes or seminars as needed; performs other related duties as required.
Supervisory Responsibilities
This position will have supervisory responsibilities. There will be various subordinates that reports directly to this job. In the CIO's absence the Assistant Chief Information Officer would be required to manage four subordinate supervisors who supervise a total of 25 employees in the Technology & Communications Department and would be responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Additional responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Minimum Qualifications
MINIMUM QUALIFICATIONS
Bachelor's degree in Computer Sciences or Business Information Systems required orequivalent from a four-year college or technical school; additionally, three (3) years ofincreasingly responsible managerial experience in technology and project management, systemsanalysis and design required; or any equivalent combination of education, training, and experiencewhich provides the requisite knowledge, skills, and abilities for this job.
