Job Purpose
The position holder will report to the MEAL (Monitoring, Evaluation, Accountability and Learning) Manager and work closely with M&E Coordinators and field / project MEAL teams to provide technical guidance and review of accountability workload. The position is essentially a champion for affected peoples' needs and rights in line with WVs' commitment to upholding accountablility to the crisis affected people.
The purpose of this position is to ensure that the four pillars of the Program Accountability Framework (PAF) are implemented and mainstreamed into the overall program implementation. The position holder will establish or enhance, oversee and ensure consistent systematic receipt, processing and response to community feedback and complaints for the Response that come through various feedback mechanisms such as hotlines, help desk, suggestion boxes, outreach and others. The position holder will also assess, design and implement information provision through appropriate channels and ensure that affected people's participation and consultation are also prioritized within program implementation.
The role will also assist implementing partners to understand and implement accountability systems that meet international standards if required.
The aim is to increase the level of accountability by World Vision to the communities with whom we work.
Key Responsibilities
Setting up HA systems and processs
Ensure that WV Programme Accountability Framework - information provision to communities, consulting communities, promoting participation and complaints and feedback mechanisms are designed based on preference and in consultation with communities as well as implemented and monitored in a verifiable mannerEnsure information sharing channels are established and functional continuously to provide people in need / affected population better understanding on their rights, entitlements, registration, targeting / selection processes, access to other services, complaints & response mechanisms.Establish a Complaints and Response mechanisms in assisted communities in consultation with community people and in adherence to Core Humanitarian Standards (Feedbacks and Complaints are welcomed and addressed), in coordination with the Safeguarding focal person.Ensure that all complaints are channelled internally and to partners for review and to be responded within the agreed and appropriate timing.In coordination with SMT and P&C, ensure that internal systems and processes are in place to receive and act on sensitive complaints (PSEA), especially on child protection issues, staff misconduct, corruption and fraud.Work with M&E team to establish processes for linking analysis of community feedback and monitoring data and ensure accountability processes are monitored and evaluated to inform changes in programming.Implementation and reporting
Compile and submit quality reports to MEAL Manager for further consolidation and management decision makingDevelop sector / project specific Information and awareness package and facilitate dissemination of this information with beneficiaries through established community, partner & public structuresWork closely with the HA Officers and CRM Assistants to ensure that they have all the required information, material, and resources needed for their day-to-day work.Ensure a central database is maintained to document complaints and feedback received from all channels. Ensure that the database is updated and utilized on a daily basis.Review all complaints & response mechanisms (CRM) on a periodic basis to ensure systems are relevant and efficient. This will include community and partner review meetings / assessments.Ensure that the mobile technology is used widely across HA work for cost efficiency, real-time information & centralized data purposes whenever feasible.Work with sector leads & portfolio/grant managers to mainstream HA within the project. This would include but not limited to reviewing and providing HA inputs to communication material, beneficiary selection processes, planning, implementation, monitoring and evaluation, community mobilization etc.In coordination with MEAL Manager and M&E Coordinators, ensure accountability findings are integrated with M&E findings and are presented at the program review meetings on a monthly basis, and prompt critical thinking at project management & senior management level.Support the MEAL Manager in the establishment of a Country Monitoring Dashboard that will integrate critical indicators for Response/NO Strategy specifically on Program Quality.Management, coordination and capacity building
Ensure all HA staff supervised by this position are guided, mentored and their capacities built in order to deliver high quality outputs.Ensure partner staff are trained on HA concepts, tools and systems and partner capacity is built to comply and produce high quality HA products in-line with WV & donor standards & requirements.Ensure all relevant WV frontline & technical staff are assisted in strengthening their understanding of Humanitarian Accountability concepts & competencies as a part of the MEAL system establishment.Ensure WV is well represented in Humanitarian Accountability related working groups (ex. CDAC, AAP, CHS Alliance) and forums at national & global levels.Support other tasks as required by MEAL Manager.KNOWLEDGE, SKILL AND EXPERIENCE

Bachelor's Degree in Social Sciences/Development Management/International Development/Statistics or relevant field.Hostile Environment Awareness Training (HEAT), for critical and high-risk contexts.Required
Professional Experience
Minimum of 2-3 years national and international years of experience in the field of MEAL (preferred in accountability specifically), especially in emergency context and grant funded contexts.Proven experience in establishing a fully functional accountability system for an large international non-governmental or international organization that's supported by bilateral & multilateral international donorsProven experience in leading surveys (mixed methodologies) from designing to report writing.Proven experience in frontline staff capacity buildingThorough knowledge of writing technical MEAL reports is essential.Thorough knowledge of Sphere, Core Humanitarian Standard, child rights, human rights, Do No Harm, and DAC evaluation criteria is essential.Thorough knowledge of humanitarian operations coordination, cluster operations, and major donor MEAL requirements is essential.Preferred Experience, Knowledge and/or other Qualifications
Master's degree in Social Sciences, International Development, International Relations or related field. (Preferred).Previous working experience with World Vision can be an advantage.Required Language(s)
Effective written and verbal communication in English is essential.Other UN languages such as French, Arabic, Spanish, and Portuguese are desirable.Required travel and/or work environment accommodations
Ability to travel domestically and internationally as required.Work hours are often more than 12 hours per day during difficult periods of the Response.Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.
