Primary Purpose
The primary purpose of this position is to serve in a supervisory capacity and to assist the Deputy Director in planning, directing, and supervising the public health programs and staff in the Personal Health Division of Craven County Health Department / Craven County Community Health Center.
Essential Functions
75%Supervision:
Provides direct supervision, in conjunction with the Deputy Director, to the staff members of the Personal Health Division.Provides direct supervision to persons working in contract capacities in the Personal Health Division from outside agencies, coordinating with supervisory personnel from that agency.Provides direct supervision in the day-to-day clinic and outreach services and staff. Position makes staff adjustments as needed to meet clinical and outreach needs including extended clinic hours within the Personal Health Division.Provides guidance and assistance to Clinic Coordinators ensuring program compliance and clinic efficiency.Position is responsible for making weekly clinic schedules and informing Personal Health staff of these assignments as well as informing other disciplines within the health department.Receives and reviews leave requests from clinical staff and approves or denies requests based on availability, schedules and clinic coverage. Position serves as the primary contact person for direct report staff who will be absent from work.Assists the Deputy Director in the preparation of job descriptions/job dimensions.Completes employee performance reviews for direct report employees. Provides input to Deputy Director in the areas of employee performance reviews and counseling employees.Assists the Deputy Director in the interviewing and hiring of job applicants.Assists staff in understanding and ensuring compliance with the department policies including but not limited to Infection Control, HIPAA and Bloodborne Pathogen policies.Assistsmanagement support staff in clarifying client questions and/or issuesPosition is responsible for checking clinic schedules when staff request to attend workshops/in-services to ensure adequate coverage, then forward requests to the Deputy Director for budget approval, if appropriate. Upon approval, notifies appropriate staff and works with Clinic Coordinator to adjust schedules accordingly.Works to resolve minor staff problems/discipline issues, while consulting with the Deputy Director, if necessary.Assigned duties related to Bioterrorism and emergency response activities, to include lead of emergency shelter in the event of a disaster.All other duties as assigned by the Deputy Director or Health Director.
15%Organizing, Planning, and Directing:
Assist the Deputy Director in the areas of program planning, coordinating, and organizing efforts to meet the needs of the citizens of Craven County.Works with Deputy Director in determining budgetary needs and managing operational budgets of the Personal Health Division.Assist in the preparation of annual contract addendums.Works in conjunction with the Deputy Director in the areas of program management, administration, and development to include clinic flow changes and implementation of new programs.Works in conjunction with designated staff members in monitoring the temperature of refrigerators/freezers in the clinical areas to ensure proper storage of vaccines on a daily basis.Works to ensure clinics have an adequate supply of medications, syringes, or other equipment necessary to maintain daily functions. This includes receiving and storing vaccines and supplies when received.
10%ClinicalDuties:
Participates in actual day-to-day functioning of clinical area and/or relieving in regularly schedules clinics, as needed.Serve as resource person to all staff in all program areas.Serve as clinical administrator for the ele tronic health record
Minimum Education and Experience
Master's in Nursing and three years of Public Health nursing experience (including one year of experience in a supervisory capacity); or graduation from a four-year college or university with a BS in Nursing which includes a Public Health Nursing rotation and four years of Public Health nursing experience (including one year of experience in a supervisory capacity); or a Master's in Public Health and graduation from a school of professional nursing and three years of Public Health Nursing experience (including one year of experience in a supervisory capacity); or graduation from a school of professional nursing and five years of professional nursing experience four of which must have been in Public Health (including one year of experience in a supervisory capacity); or an equivalent combination of training and experience
A current license to practice as a Registered Nurse in North Carolina by the NC Board of Nursing.
