Seeking an experienced Engineering Project Manager for our San Diego facility of the Applied Research Laboratory (ARL) at Penn State. This role will have you leading the process of formalizing, standardizing and standing up our Configuration Management (CM) modernization efforts for our sponsors. ARL/Penn State’s purpose is to develop innovative solutions to challenging national problems in support of the Navy, DoD, and Intel communities engineering and technology needs.

You will:

  • Act as principle advisor to the PSU-ARL DevSecOps Department Head
  • Lead the creation of project plans and interact regularly with program sponsors, stakeholders, project/program teams and others in completion of the work and communicating status
  • Oversee System integration and work to standardize design for sponsor
  • Review progress of projects and recommend, support, and implement improvement strategies where needed
  • Prepare various reports including budget reports and/or project plans for inclusion in program plans
  • Oversee the production of technical documentation to support maintenance of HW/SW systems in concert with the Chief Engineer or Design Lead
  • Responsible for managing software baseline changes and the effects on the overall system
  • Managing multiple environment HW and SW baselines at multiple classification levels
  • Lead automation efforts in SCM including software builds, audit tools and transfer mechanisms

Minimally requires a Bachelor’s Degree and 6 year’s related experience, or an equivalent combination of education and experience.

May include:

  • Provide leadership and direction to project management activities, best practices and project management
  • Serve as a member of the senior leadership team
  • Participate in the strategic planning process and provides input into strategic decision
  • Lead configuration management, information management, test data support, documentation management, integrated logistics support, or quality assurance activities for the work unit

Required skills/knowledge includes:

  • Demonstrated leadership skills
  • Ability to represent successful completion of work in Agile Management systems environment (e.g. Jira, Confluence, GitLab)
  • Experience managing projects to include; software, source code, and other artifacts under configuration control in a SCM tool such ads Git, Bitbucket, or similar
  • Experience in Software Release and Baseline Management
  • High-level knowledge of CM principles and experience
  • Experience with software code development to automate run-time environment tool
  • Experience overseeing and maintaining, configuring, operating and troubleshooting complex electronic computer interface systems and network equipment
  • Familiarity with distributed systems like Hadoop, HBase/Accumulo, Spark and Kafka
  • Familiarity with Puppet, Ansible, Terraform, Bash, Powershell, and Python tools
  • Understanding of HW/SW builds, IA hardening and lockdown, and Systems Engineering principles
  • Able to achieve IAT Level 1 (CompTIA Security + and OS/Computing Environment certification) within the first year, and IAT Level II+ within two years (CISSP).
  • Ability to perform onsite work in secure facilities minimum of 75% of time
  • Position requires onsite support in a classified environment
  • Remote work supported only in limited capacity (short duration, NIPR) and with approval of the sponsor
  • Candidates must have an active TS clearance and be SCI eligible
  • Employee will be required to travel in support of distant end installations or break fix actions if they cannot be accomplished remotely. Such travel may be with limited (less than 3 days) notice.

The proposed salary range may be impacted by geographic differential.

The salary range for this position, including all possible grades is depending on experience level, degrees and location

$126,000.00 - $213,000.00
