Position Overview

The United States District Court for the Eastern District of North Carolina is accepting applications for a full-time, temporary Staff Attorney position in Raleigh, NC. This position provides the court with substantive procedural and legal advice regarding day-to-day legal, administrative, and policy matters. The incumbent conducts legal research, reviews case records/filings, drafts proposed opinions, memoranda, and orders, provides analysis and prepares reports, and interacts with judges, attorneys, government agencies, and members of the public. The incumbent will also assist in preparing the calendar and with pretrial conferences and court proceedings. The Staff Attorney also provides administrative and clerical assistance to the court as needed.

This position is temporary with funding approved through September 30, 2025, but may be extended. This position is being advertised at a grade CL 27 to CL 29. Applications that are received by the initial cut-off date of October 18, 2024, will receive first consideration.

Qualifications

To qualify for the position, one must be a law school graduate at the time of appointment and have strong academic credentials and superior legal research and writing skills. The candidate must possess the ability to work independently in a high-volume work environment, while also working in collaboration with others. Law review and/or moot court membership and a standing within the top 20% of law school class are preferred. Prior summer clerkship and/or term clerkship experience is also preferred.

Salary will be based upon education, legal qualifications, and experience.

Conditions of Employment

Judicial Branch employees are considered "at will" employees and are not subject to the employment regulations of competitive service. Electronic Fund Transfer (EFT) for payroll deposit is required.

The selectee for this position is subject to a background investigation (including references, criminal history, and credit history) and satisfactory adjudication by the employing office to be eligible for employment. The person selected will also be required to submit fingerprints for an FBI background check. This position is temporary and contingent upon continued funding and budgetary constraints.

Health Insurance
The Federal Employees Health Benefits Program (FEHB) offers employees more than ten (10) health plan options to choose from that provide comprehensive medical benefits including preventative care, doctor's office visits, hospitalization, surgery, and prescription drugs with no pre-existing condition limitations. FEHB has a few plan types with several health carriers in each plan: Fee-for-Service (FSS- equivalent to a PPO), Health Maintenance Organizations (HMOs), Consumer Driven Plans and High Deductible Plans. The cost of health insurance is a shared responsibility between the government and the employee. The government contribution towards health benefits for part-time employees is prorated based upon the hours of work; therefore, the employee assumes a greater responsibility of the biweekly health insurance premium.

Supplemental Dental & Vision Insurance

Employees are eligible to participate in dental and vision coverage through the Federal Employee Dental and Vision Insurance Program (FEDVIP). The supplemental dental and vision program provides a selection of dental and/or vision plans for federal employees and their families at a group rate. Employees are responsible for the full group rate premium which is paid through pre-tax payroll deductions.

Leave and Holidays
There are ten (10) legal public holidays for federal employees each calendar year. In addition to federal holidays, employees are eligible for paid leave.
