Principal Consultant, Wetlands Permitting and Compliance (Principal Level)

ERM is seeking a Principal Consultant - Environmental Permitting and Compliance in our Richmond, VA office to provide project management and senior technical assistance on multi-media permitting, NEPA, and mid to large-scale capital development projects for energy sector clients. As a senior manager, you will contribute your leadership, client relationships, and technical consulting skills to support the growth of ERM's business and client base in the southeast, while networking with ERM's global Impact Assessment & Planning (IAP) technical team to share multi-disciplinary resources and best practices across the industry. This position will focus on providing environmental permitting support for renewable energy, electric transmission and distribution projects, and midstream oil and gas projects. Projects are often fast-paced, multi-faceted, and geographically diverse. The position will require the candidate to work both independently and on project teams, and to possess the capacity to manage varying priorities and multiple tasks to work on concurrent projects and meet project deadlines. The candidate will serve as a project manager and/or task manager on multi-disciplinary projects depending on experience and qualifications. The successful candidate will have demonstrated experience overseeing environmental compliance on capital development projects, overseeing staff in a project setting, assessing environmental conditions and impacts, plus strong technical writing and communication skills.

RESPONSIBILITIES:
- Perform wetland delineations using the U.S. Army Corps of Engineers Wetlands Delineation Manual and Regional Supplements.
- Prepare permit applications where required by federal, state or local environmental regulatory authorities for energy development, expansion, maintenance, or decommissioning projects.
- Perform project delivery activities such as report writing, data collection and survey fieldwork, data and literature review, and development of recommendations for clients.
- Develop plans and schedules, set up projects in project management software, and develop project management reports, such as monthly progress reports.
- Participate in agency consultations, project meetings, and client communications.
- Collaborate with other ERM practitioners to execute impact assessment and capital project permitting (ERM services broadly include environmental impact assessment, routing studies, land planning, facility siting & permitting, and risk assessment and water resources management).
- Travel up to 40% of the time, for agency meetings, project team meetings, or to conduct site visits, environmental training, or fieldwork.
- Build strong collaborative relationships with other ERM employees.
- Capitalize on existing ERM client relationships to expand ERM's profile and market share in the IAP service area through a combination of excellence in technical delivery and business development.
- Work with other ERM resources to deepen relationships with ERM key clients and establish new client relationships that result in significant net revenue growth.
- Support the general growth and development of ERM's IAP technical community. Collaborate with other ERM global practitioners to execute impact assessment projects.
REQUIREMENTS:
- Bachelor's or master's degree in environmental studies, planning, geography, civil or environmental engineering or related natural resources science field of study. Or the equivalency of 8+ years related experience in lieu of education.
- Minimum of 5 years of consulting experience with impact assessment and multi-media permitting.
- Working knowledge of key natural resource regulations, including the National Environmental Policy Act, Section 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, and Section 7 of the Endangered Species Act is preferred.
- Experience with federal, state, and local permitting in Georgia, North Carolina, South Carolina, and Virginia is preferred. Similar experience in surrounding states is a plus.
- Experience conducting desktop and online studies or research on natural resource or resource planning topics, Geographic Information System, map interpretation (National Wetland Inventory, U.S. Geological Survey, aerial photography).
- Strong working knowledge of MS Office Suite software.
- Demonstrated ability to research and prepare concise and accurate technical documents.
- Keen attention to detail.
- Excellent interpersonal communication skills, which includes being comfortable and effective at communicating complex technical knowledge and concepts to other staff, clients, regulatory agencies, and project stakeholders.
