The goal of is to safeguard the health of nutritionally at-risk, low-income, pregnant, post-partum and breastfeeding women, infants, children, and seniors, by providing nutritious foods to supplement their diets, provide healthy eating information, health counseling, breastfeeding support, cooking classes, and referrals to health care providers and social services. WIC and Farmers Market programs provide serves 64 WIC clinics statewide.
Why does the job exist?
This position assists the WIC Director with all budget and financial activity related to the following Programs: Women, Infant, and Children Program (WIC), Farmers' Market Nutrition Program (FMNP), Senior Farmers' Market Nutrition Program (SFMNP), Farmers Market Z code funding, Formula Rebate and Breastfeeding Peer Counselor grants. Maintain, manage, and update excel worksheets on WIC Nutrition Service and Administration and General Fund Budget, utilizing reports from the state accounting system (SHARE). Over contracts, prepare annual Federal financial closeout report for WIC, FMNP, and SFMNP. Research, analyze and correct accounting problems and prepare Journal Entries, TIPDs, and GMPs as needed and prepare documents for federal and state auditors. Now maintain the ASD workbook budgets, for WIC. A total of $92M per state year.
How does it get done?
Leads and manages the WIC Financial Section of Women, Infant and Children (WIC) Program. Maintains State and Federal WIC, FMNP, SMNP, Formula Rebate, Breastfeeding, Federal Infrastructure Grant, and General Fund operating budgets. Maintains ASD program workbooks, monitors and forecast administration and food expenditures and recommend expenditure adjustments and priorities. Monitors/analyze Food Budget and compare daily expenditures with Federal draws. Analyzes New Mexico Food inflation according to Consumer Price Index and other indicators and recommend inflation rate for food budget forecasting. Monitors and analyze Nutrition Services and Administration budget monthly for budget sufficiency and Federal reporting requirements. Initiates requests for budget adjustments within a timely manner and prior to expenditure obligation when additional revenues are identified or when expenditures and/or revenue patterns so warrant preventing over-expenditure. Ensures monthly and annual Federal financial reporting requirement are accurate and submitted according to deadlines. Monitors financial compliance with federal regulations and state statues. Ensures that Infant Formula Rebates are budgeted, billed, posted and drawn according to contract and federal and state guidelines. Provides direction to program staff on all procurements and ensure that the program complies with all purchasing standards. Coordinates with PHD Program Support and DOH Grants Management Division to ensure that all financial activity is monitored and submitted accurately and in a timely manner.

Ideal Candidate
The ideal candidate has experience in:
State SHARE Accounting System
Excellent written and verbal communication skills.
Proficiency with Microsoft Office including expertise using Excel for pivot table, data management and analysis.
Ability to use statistical analysis software to analyze large databases.
Has State and Federal grant experience.
Strong leader and multitask-er.
Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is in an office setting, however some travel may be required to provide training, extensive PC use, Lifting up to 30-40 pounds, bending, filing involving stooping & reaching; attend workshops for developing job skills.
