PURPOSE OF DIVISION:
The Operations Division is responsible for the Airport Operations Centers (AOC), Airside and Landside operations, Security, Airport badging offices, Safety, and Emergency Management at George Bush Intercontinental and William P. Hobby Airport. The team works around the clock ensuring a safe, secure, and efficient customer experience from the roadway to the runway. The Operations Division is also the liaison to key stakeholders such as the Transportation Security Administration (TSA), Houston Fire Department (HFD), Houston Police Department (HPD), Federal Aviation Administration (FAA) and other agencies ensuring the highest level of safety and security for our customers.
PURPOSE OF THE POSITION:
Under direction of the HAS Assistant Director for Integrated Coordination Centers (ICC), the Airport Duty Manager is assigned to the Bush Intercontinental Airport (IAH) ICC, to monitor and coordinate Operational, Security, Customer Service, Maintenance and Emergency Management activities at IAH Airport. Through collaborative interaction with Houston Airport System Staff, Houston Police Department (HPD), Transportation Security Administration (TSA) and other ICC partners, the Airport Duty Manager will ensure that Bush Intercontinental Airport is continuously safe, compliant, operationally effective, and customer service focused.
The responsibilities of this position include, but are not limited to:
Establish policies, procedures, and guidelines for the ICC facility, staff, and partners; Identify trends and forecast operational impacts to airport safety, efficiency and compliance; Provide leadership and decision-making to the ICC staff during daily operations, irregular operations and emergencies; Interface with federal, state, local and HAS authorities to maintain security compliance; Coordinate initial activation of Emergency Operations Center (EOC) in response to emergency events; Issue notifications to management, stakeholders, and the traveling public regarding airport status and incident updates; Monitor and support special events; Lead shift-briefings at the start of each shift for airport incidents, upcoming activities and other information with potential operational impacts or requiring awareness; Insure logs and records are completed and maintained; Ensures the ICC facility and technology is fully operational, up-to-date, and fulfills the requirements to meet program objectives.
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
PHYSICAL SKILL:
Requires the ability to make simple gross motor responses within large tolerances.
PHYSICAL EFFORT:
The position is physically comfortable, the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's Degree in Business Administration, Accounting, Engineering or a field related to activities of the division.
EXPERIENCE REQUIREMENTS
Eight years of progressive professional experience related to the activities of the division are required, with at least three of the years in a supervisory or managerial capacity.
A Master's Degree in Business Administration, Public Administration or a field related to the activities of the division may be substituted for two years of non-supervisory experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE/CERTIFICATION:
Requires a valid Class C Texas driver’s license and compliance with the City of Houston’s policy on driving (AP 2-2).
Must be able to pass a criminal background check and obtain and maintain federally mandated security clearances for working at an airport.
PREFERENCES
Preference shall be given to applicants with one or more years of experience in each of the following business units: Airport Management; Airside Operations, Landside Operations, Airport Security, Airport Maintenance, Airport Communications and Customer Service; Emergency Management and Law Enforcement.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
