Project/Unit DescriptionThe Information and Communications Laboratory (ICL) Communications Systems and Spectrum Division (CSSD) is looking for an entry-level Software Developer to support the development of innovative solutions for adaptive communications and spectrum learning systems and is looking for a dynamic and challenging work environment. The Division's projects focus on advanced signal processing, adaptive communications technologies, advanced algorithms, machine learning, and modeling and simulation for applications that include cognitive communications, intelligent wideband spectrum sensing, electronic warfare systems, and next generation cellular network technologies. The Division supports work across many branches of the Department of Defense (DoD), including the Army, Navy, and Office of the Secretary of Defense. Key products include deployed prototype systems, communication and spectrum sensing systems, machine learning algorithms, physics-based modeling and simulation tools, and system analyses. The ideal candidate will be an inquisitive and resourceful researcher with a desire to bring their software architecture, development and integration skills to provide solutions to the communications and spectrum sensing problems of interest to the DoD.
Job PurposeThe Software Engineer designs, develops, and tests software applications and products. Additionally, the Software Engineer manages software development teams, provides technical leadership, and establishes software development lifecycle practices and processes. The Software Engineer is proficient in programming languages such as Java, JavaScript, C, C++, C#, Ruby, Python, Scala, and Groovy. In this role, the Software Engineer requires extensive knowledge of programming languages, software development, computer operating systems, Continuous Integration/Continuous Delivery (CI/CD), DevOps, Application Programming Interface (API) development, container development, and distributed systems. The Software Engineer also applies engineering principles to software creation, manages production releases of software, performs code reviews, merges feature development branches, and analyzes and triages issues. The necessary skill areas for the Software Engineer include programming and coding, fundamentals of computer science, software design and architecture development, algorithms and data structures, information analysis, software debugging and testing, and working on development teams. The Software Engineer also works with sponsors to curate requirements, define sprint work items, set priorities for work backlogs, and organize development teams.

Perform software development, debugging, modification, enhancement, and documentation
Develop and maintain kernel and user-level software and scripts
Contribute to technical reports and presentations
Additional Responsibilities
Supporting author of technical reports/presentations for projects moderate to high complexity.
Compile report input from other researchers and prepare final report deliverable.
Contribute to white papers and proposals.
Propose and lead Internal Research and Development (IRAD) programs.
Create and analyze network protocols.
Required Minimum Qualifications
Candidates currently enrolled in an accredited degree program relevant to this position will be considered. The candidate must have a graduation date of no later than Dec, 2024.
The candidate should be familiar with software development concepts such as source control, agile development, and good coding practices
Experience with use of C#, C++, Python and/or Java
Experience using a distributed version control system (e.g., Git) as well as an enterprise Wiki system (e.g., Atlassian Confluence)
Preferred Qualifications
Active Secret Clearance
Master's in electrical engineering, computer engineering, computer science or a related field
3 years experience or more in professional software development
Experience in Linux operation system environment
Relevant experience in applied research and development
Travel Requirements10% - 25% travel
