About The Division Statewide Procurement Division connects vendors with state purchasers and contract opportunities, and help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs General description Join the Statewide Procurement Division as a HUB Compliance Analyst!! Work involves conducting on-site inspections and includes, but is not limited to, examining records, reports, financial statements and business practices to determine compliance with certification requirements, laws, regulations, policies and procedures. Lead or participate in performing large complex audits to determine compliance with laws, rules, and regulations. Acts as a business development specialist for the HUB Program to provide guidance on HUB certification, CMBL registration, marketing, website overview, accessing opportunity in state government, HUB subcontracting plan, and the Mentor-Protg program. Work Hours Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates. Qualifications: Minimum Qualifications Graduation from an accredited college or university with an associates degree. General experience with small business structure, accounting, auditing or a related field that requires compliance reviews in accordance with federal, state, or local laws. Preferred Qualifications Graduation from an accredited college or university with a bachelors degree in Business Administration, Public Administration, Organizational Development or a related field. 2 years of public sector program administration experience requiring accounting, auditing, monitoring, or review of program documentation. Experience with the Texas HUB program or similar disadvantaged/minority/woman-owned business governmental program. Substitutions One (1) additional year of experience with small business structure, accounting, auditing or a related field that required compliance reviews in accordance with federal, state, or local laws work may substitute for thirty semester hours (one year) of educational requirement with a maximum substitution of 120 semester hours (four years). Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) may be substituted for one year of required education or one year of required experience. LICENSES / CERTIFICATIONS Certified Texas Contract Developer (CTCD), Certified Texas Contract Manager (CTCM) or Certified Texas Purchaser (CTP), Certified Texas Procurement Manager (CTPM) is preferred. In this role you will Conducts, plans, schedules and coordinates statewide compliance reviews and on-site inspections. Conducts internet research to verify vendor information and prepares audit findings documentation based on vendors on-site inspections to determine eligibility for HUB certification in accordance with laws, rules, policies, and procedures. On-site audits result in HUB certification continuation or denial. Prepares the final report for official file summarizing audit findings and approves vendor for continuation in HUB program or submits to the appropriate team lead for review of determination to revoke vendors HUB certification. Prepares and submits written correspondence to the vendor to summarize findings pertaining to the compliance review and on-site inspection conducted. Performs certification desk audits by reviewing the HUB certification application and supporting documentation submissions to determine HUB certification eligibility in accordance with laws, rules, regulations, policies, and procedures for both general and complex business structures. Conducts internet research to verify information, creates, and manages official state records and documentation related to establishing certification and renewals. Identifies issues, anomalies, omissions, or discrepancies within the HUB certification to the appropriate team lead to recommend corrective actions in the findings. Prepares the final report for official file summarizing audit findings and approve vendor for continuation in HUB program or submits to the appropriate team lead for review of determination to deny vendor HUB certification. Prepares and submits written correspondence reflecting certification determination to the applicants, customer, or vendors. Train others by educating internal and external agency staff, state institutions of higher education, other organizations and the general public about the HUB Program, procurement processes, and the Centralized Master Bidders List. Communicates with community and professional groups to coordinate, improve and increase awareness of the HUB Program and its initiatives. Acts as an agency representative in outreach endeavors. Lead or participate in performing large complex audits that are extensive in scale to gather data or to determine compliance with laws, rules, and regulations. Performs related work or other duties as assigned, including, but not limited to, attending and participating in Economic Opportunity Forums and events; may serve on SPD response teams deployed to the SOC during emergency response events.
