The Manager, Tactical Procurement is responsible for the onsite leadership, guidance, and management of a team of Tactical Buyers responsible for executing and managing a range of Material Acquisition efforts ranging from major material purchases from suppliers for a variety of high dollar, high complexity systems, materials and services, to tactical commodity purchases for the Textron Systems Enterprise. The role will also provide oversight, workload tasking, and performance monitoring of Tactical buyers located in Wilmington, MA, Slidell, LA, and Goose Creek, SC.This position closely interacts with all levels of staff and management, including executive leadership, and reports to the Sr. Director, Supply Chain Management. The Manager will be responsible for representing Supply Chain to program, engineering, and leadership teams and must work collaboratively across all functions to support product and business domains.Travel up to 25% may be required. Position is located in Hunt Valley, MD.Key responsibilities:
Lead, guide and train a team responsible for commodity and significant material tactical purchases.Responsible for managing overall tactical procurement, quality, delivery schedule and cost performance of supply base.Collaborate cross-functionally to evaluate the needs of the business in order to establish and execute strategies improving the supply chain performance with quality, cost, delivery and service level objectives.Evaluate trends, advancements and best practices in the industry to inform improvement initiatives and development opportunities with the tactical team and supply chain function.Support other functions for the development and implementation of supply chain strategies, acquisition approaches and identification of opportunities and risks.Develop, lead, and support supply chain strategies and supplier development opportunities for key programs and projects.Review all purchasing management activities and agreements, ensuring compliance with applicable government/customer regulations and company policies & procedures.Oversee tactical procurement negotiation strategy, cost and price analysis, and adherence to Government standards.Responsible for effective utilization of personnel and resources, ensuring performance of the team to key metrics.Minimum qualifications:
Undergraduate degree in Supply Chain Management, Business, Finance, or other related field.Minimum of 5 years experience in a related field such as supply chain, procurement, contracts or program management.Demonstrated success directly or indirectly leading a team responsible for managing the acquisition and administration process of Defense and Commercial program contracts or subcontracts and manufacturing/services subcontracts.Government purchasing experience with knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) as well as commercial contracting by Uniform Commercial Code (UCC).Demonstrated success leading multiple cross-functional teams and projects simultaneously.Knowledge of import/export regulations (ITAR/EAR).High level of independent decision-making capability by translating business and program needs to supply chain solutions.Strong communicator and collaborator with cultural flexibility and adaptability.Excellent communication, project management and analytical skills.High integrity, credibility and character.This position requires use of information which is subject to the International Traffic in Arms Regulations (ITAR). All applicants must be U.S. persons within the meaning of ITAR.Must be able to obtain a Secret-level clearance.Preferred qualifications:
Advanced degree in related field CSCP, CPM and/or CPIM.Technical and/or Manufacturing Operations experience or education.Previous experience with Lean principles or Six Sigma certification.Familiarity with Oracle ERP.
