An employee in this class is responsible for performing a variety of technical computer programming and systems analysis tasks of more than average difficulty. Employees coordinate and monitor the work of technical project team members in the completion of specified assignments. Tasks include the design, development or modification, testing, and implementation of data processing systems, programs and procedures. Tasks require that the employees consult with user personnel, functional data processing personnel, and other project team members to resolve technical questions. Although under general supervision, employees are expected to exercise considerable initiative and independent judgment in selecting work methods and performing assigned tasks. An employee in this class may be subject to on-call status on a rotating basis to provide 24-hour/7-day service. Work is reviewed while in progress and upon completion through discussions and reports submitted.Examples of Duties
Develops and/or modifies applications/systems/processes from specifications; assists in technical systems design from functional specifications; develops documentation or modifies existing documentation for applications/systems/processes according to standards.Participates in training programs to develop new skills and maintain existing competencies; conducts training sessions; assists in the preparation and delivery of user training programs.Analyzes problems and implements solutions; consults with functional team members, users, and technical project team members on technical questions; coordinates, schedules, assigns, and monitors the work of technical project team members.Performs related work as required.Knowledge, Skills & Abilities
Working knowledge of: Production enterprise applications support, management/coordination of SaaS environments, Oracle and Microsoft database design and use of associated query/development tools to build complex queries, report development, ETL processes, problem identification and resolution with vendor support interaction, ability to work directly with functional users at various levels in the organization, and an understanding of the processes, goals, and needs of the supported functional teams.For the Senior Applications Programmer – Financials position, particular areas of emphasis are:Oracle Fusion Cloud ERP application suiteAdditional Oracle EBS experience is a plusUnderstanding of the functional team use of the supported Oracle Fusion application modulesOracle PL/SQL and associated tools (SQL Developer, SQLConnect, etc.)Oracle Integration Cloud (OIC) development and support of integrations to/from Oracle Fusion CloudSplashBI/SplashGL report and dashboard developmentOpenGov Budgeting, Performance Metrics and eProcurement modulesAutomated file transfer toolsMinimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and three (3) years of progressively responsible experience in computer programming or systems analysis. An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.Licenses or Certifications
Possession of a valid driver’s license may be required.Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.Comments
Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.Conclusion
