DescriptionIn this role, you will serve as the first chair negotiator in all first contract negotiations and interim bargaining, as well as serve as a critical member of the bargaining team for all general negotiations on SIU School of Medicine collective bargaining agreements. In addition to contract negotiations, the Employee & Labor Relations, Senior Advisor provides counsel and guidance on complex and sensitive employee & labor relations matters including internal and external union influences, contract interpretation, grievance resolution, and other related employee and labor matters. This role is responsible for conducting thorough investigations on both represented and non-represented matters.Examples of DutiesI. Employee & Labor Relations - 80%a. Providing guidance and support to managers and employees on matters related to performance, conflict resolution, and workplace conduct.b. Assist managers with performance management processes, including providing guidance on documentation, disciplinary actions, and improvement plans. Promote a culture of continuous feedback and accountability.c. Leads thorough investigations into employee and labor relations matters, and works in conjunction with departments, employees, and bargaining unit representatives to resolve issues. Gathers and compiles data and statements, and conducts investigative interviews.d. Independently carries out the full investigation process with performance, attendance, misconduct, and/or discrimination matters.e. Establish and organize all investigation documentation, and findings, with final recommendations on resolution or appropriate level of performance management and/or disciplinary action.f. Administer and implement disciplinary action for all employees up to and including dismissal, in compliance with the civil service statute and Board of Trustees Policy.g. Advises management on employee & labor relations policies, agreements, practices, and compliance issues.h. Prepares for, participates in, and leads union-management contract negotiations. Researches and analyzes information related to the negotiation process, including labor agreements, policies, procedures, and practices that are subject to the negotiation process.i. Negotiates and administers all bargaining agreements for the SIUSOM campus, including overseeing, participating, and complying with the grievance policies and practices.j. Monitors employee and labor relations activities and trends in the industry and makes recommendations to senior management.k. Ensures that all critical employee and labor relations matters are reported efficiently and effectively while ensuring that work is delivered on time with the highest quality.l. Partners with the legal department to mitigate risks and manage employment-related litigation strategies
II. Administration - 20%a. Lead, mentor, and develop a team of Employee Relations specialists. Oversee daily operations and case management to ensure timely and effective resolution of employee relations issues.b. Conducts training sessions to educate employees and management on employee & labor relations topics.c. Works closely with various stakeholders, including HR, department heads, and union leaders, to build strong relationships and drive positive change.d. Collaborates with legal counsel as needed to ensure compliance with company policies and procedures.e. Oversee the organization's performance management system. Develop and implement performance management frameworks that align with organizational objectives. Ensure that processes are consistent, transparent, and contribute to employee engagement.QualificationsI. Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.II. Five (5) years of professional-level human resources work experience in the field of employee and labor relations, which includes the following:a. Administering and/or advising on collective bargaining agreements in a unionized environmentb. Conducting or supporting negotiations of collective bargaining agreements, MOU's, or other agreement between an employer and organized labor
