Job Description Summary

Performs advanced (senior-level) accounting work necessary for the daily operations and activities of the Texas Water Development Board. Serve as the Team Lead of the Accounts Payable section in the Financial Operations Division. Work involves preparing and/or overseeing the preparation of reconciliations, financial analyses and reports. Establishes, maintains and/or oversees accounting systems, procedures, and controls and prepares and/or oversees the preparation of presentation and training material. May train others and plan, assign, and/or review the work of others. Works under minimal supervision, with considerate latitude for the use of initiative and independent judgment. Reports to the Director of the Financial Operations Division.

Essential Job Functions

Serves as Team Lead to the Accounts Payable (A/P) Team in the Financial Operations Division.

Oversees and/or prepares, audits, tracks various payment vouchers.

Oversees and/or prepares and/or processes various journals and payment vouchers related to A/P.

Assists with the completion of the binding encumbrance per APS018.

Assists with the preparation of 1099 forms.

Provides functional and technical expertise.

Develops and maintains documented user guides and procedures for processes and other tasks.

Identifies needed areas of change and makes recommendations to improve operations.

Prepares and completes accurate financial reconciliations.

Prepares and completes accurate financial reports, including appropriate supporting documentation and work paper references.

Interprets state and federal legislation.

Applies theoretical accounting principles in a practical environment.

Reviews the work of others for accuracy.

Reviews contract files for accuracy.

Researches, analyzes and coordinates payment discrepancies.

Participates in the development of the Annual Financial Report.

Responsible for researching TxWise loan discrepancies to recover, update, and remediate financial data.

Develops, implements, and maintains internal controls for accounts payable processes.

Prepares and reviews general ledger accounting entries.

Maintains confidential and sensitive information.

Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.

Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include attending mandatory training courses.

May be required to operate a state or personal vehicle for business purposes.

Performs other duties as assigned.

Minimum Qualifications

Graduation from an accredited four-year college or university with a bachelor's degree in accounting, business administration, or related fields.

Nine years of accounting and financial operations experience.

Relevant education and experience can be substituted for each other on a year-for-year basis.

Preferred Qualifications

Graduate degree from an accredited college or university with major course work in business administration, finance, accounting or a related field.

Previous experience with Uniform Statewide Accounting System (USAS).

Previous experience with Centralized Accounting Payroll/Personnel System (CAPPS) Financials.

Previous experience in Accounts Payable.

Previous experience in a leadership role.

Knowledge, Skills, and Abilities

Knowledge of local, state, and federal laws and regulations relevant to the Financial Operations Division.

Knowledge of the principles and practices of public administration and management.

Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.

Knowledge of the Uniform Statewide Accounting System (USAS), the Uniform Statewide Payroll/ Personnel System (USPS), and Centralized Accounting and Payroll/Personnel System (CAPPS).

Knowledge of the state of Texas financial reporting requirements.

Knowledge of financial system, word processing and spreadsheet software.

Knowledge of local, state, and federal laws and regulations relevant to accounting practices.

Skills in using Microsoft Office programs such as Word, Excel, and Access.

Skills in use of internet, email. word processing, spreadsheet, presentation, and database software.

Ability to establish goals and objectives that support the agency's strategic plan.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to prepare reports.

Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

Ability to make mature, objective decisions and identify areas of potential problems.

Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.

Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.

Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.

Ability and willingness to travel 5% of the time, primarily within the State of Texas.

Ability to operate a vehicle (state or personal) for state business and maintain a driver' s license and driving record that complies with state and agency requirements.

Ability to work shifts that may exceed eight hours, including early mornings, nights, and weekends.

Ability to train others.
