General Description and Classification Standards

Provide Mechanical Engineering direction, inter-disciplinary coordination and leadership to the Planning and Development design staff in the execution of the Dept. of Aviation Capital Improvement Program.  Provide support to the CIP by directing the activities of both in-house technical staff and contracted design professionals to execute the various engineering phases, (planning, design, bid, CA, commissioning, closeout, etc.) required to bring a new construction and renovation projects online at HJAIA.

This position manages and organizes resources to accomplish specific task assignments in the areas of design management, construction management, project management and facility management. It provides technical support and coordination to Facility Managers, Construction Managers and Project Managers as required.

This is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, and serves as a specialized subject matter expert in one or more specific areas.  This level position would be expected to have noticeably greater leadership and technical responsibilities than a Senior level engineering position.  This is NOT a routine promotional level and the specific justification for classification at this level must be documented.

Supervision Received

This position reports to the Assistant Director of Engineering-(M/P/FP).  Works independently and only sees a supervisor occasionally for administrative supervision on assignments given in terms of broad general objectives, limits, and organizational priorities. This position also provides support to the Director of Engineering when requested.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  The candidate will, from time to time, be required to perform other duties as assigned.

Responsibilities include:

  • Review of construction documents and related design task deliverable prepared by others, including on-call consultants, tenants, and local jurisdictions adjacent to the airport for compliance with engineering principals, departmental standards, contract requirements and specifications. Reviews shop drawings, requests for information, and submittals.
  • Develop scopes for design task orders.
  • Supervision and review of design projects executed by either in-house staff or on-call engineering consultants.
  • Support Project management staff by developing scopes, budgets and reviewing payment applications as required for any design work.
  • Provide input and direction for the development of Mechanical design standards.
  • Coordination with Contracts staff and Dept. of Procurement officials in preparation of bidding documents.
  • Coordination with DOA and HJDP Construction Managers to execute CIP projects throughout HJAIA.
  • Coordination with multiple and various inter & intra departmental groups, end-users, and stakeholders to identify facility needs.
  • Coordination with A&E consultants and construction contractors both general & sub during construction.

Decision Making

The work in this position requires decisions be made that determine the acceptability and feasibility of construction projects or parts thereof, from initial planning through final design, and then dealing with construction issues as they arise in the field.

Leadership Provided

Has formal supervisory authority over work group (typically at least 3-5 employees) to include discipline, performance management, scheduling, training, etc. Manages personnel by maintaining schedules and workloads associated with projects. Performs job performance reviews; provides coaching and mentoring when needed.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully.  It is not an exhaustive list.

  • Thorough knowledge of mechanical engineering principles, ASHRAE and/or ASPE design fundamentals, and best general practice guidelines. Knowledge of all applicable local and national laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
  • Ability to use independent judgment and discretion in the handling of emergency situations.
  • Ability to assemble information and make written reports and documentation in a concise, clear, and effective manner.  Good writing, organizational, management, and technical skills are required.
  • Ability to generate required engineering and statistical calculations. Ability to read, write, understand and evaluate construction drawings, specifications, and calculations. Knowledge of contracting procedures and documentation.
  • Working knowledge of AutoCAD/REVIT and various HVAC load estimating software as well as piping and ductwork design software. Proficiency with basic computer and software products as well as cloud-based project management software (PM-Web & Sages) and Microsoft based software systems (Outlook/Excel/Word/etc.).
