Salary Range: $45,539.94 - $75,969.09 annually

General Description and Classification Standards

Conducts research with subject matter experts and reviews legislative issues, drafts policy recommendations for City Council, and presents research findings in both written and oral formats. 

  • Serves as an experienced professional capable of independently managing most tasks typical of the role.
  • This level can be achieved by several team members (though not necessarily all) and is not intended as an “automatic” promotional step.

Supervision Received 

Works under very general supervision. May work independently or with other analysts or support team members to complete assigned tasks.

Essential Duties & Responsibilities These are representative responsibilities for this role and may not cover all assigned tasks. Additional duties may be assigned as needed.

  • Researches and analyzes legislative issues for City Council, including but not limited to financial initiatives, and communicates findings in writing and verbally. 
  • Coordinates the development and progression of department-related legislation through the committee process. 
  • Manages policy-related projects and contracts within the Technical Services Division of the Fire Department.
  • Maintains and updates the policy platform, including uploading, revising, and retiring policies as needed.
  • Ensures accuracy in legislative review forms and agenda documentation, capturing complete and relevant information 
  • Composes and prepares amendments, letters and memoranda as needed. 
  • Proofreads committee agenda and full council report and verifies amendments to Charter code and other City documents. 
  • Annotates and prepares comments related to legislation. 
  • Supports Council committee meetings, briefings, public hearings, work sessions, task forces, and other Council meetings as required.
  • Engages with internal and external individuals and agencies on legislative matters.
  • May draft ordinance/resolution language.

    • Provides guidance and training as required to lower level, interns, temporary employees, etc.

  • Knowledge of City policies, legislative processes, and organizational structures.
  • Strong research, communication, and Microsoft Office skills.
  • Skilled in project management, with experience in planning, organizing, and presenting complex information.
  • Ability to research legislative topics in variety of sources. 
  • Ability to interact with contacts at multiple organizational levels, including within the Mayor’s Office, and to build connections with other legislative policymakers.
