General Description and Classification Standards 

To oversee the planning, organizing, and coordination of Building & Development Coordinators and administrative support staff as it relates to the building permit process. Duties are performed with considerable initiative and independent judgment under the direction of the division manager. The incumbent must ensure that best-in-class customer service is provided to both internal and external customers and embrace, support, and promote the City’s core values, beliefs, and culture. 

Supervision Received 

Works under limited supervision and reports to Building & Development Manager as needed.

Essential Duties & Responsibilities 

  • Guides Building & Development Coordinators with the completion of applications, which includes, but is not limited to reviewing all applications, plans, and related documents for completeness, intake of all city permit applications, accurately entering data into the permit management/tracking system, route applications, plans, and related documents to appropriate personnel for review; Ensures there are no conflicting requirements and/or approval/denials from various agencies. Communicates across all COA departments to ensure timely and efficient execution of the permitting process and avoid any stagnancy therein. 
  • Ensures assigned staff demonstrates and understands permitting processes and effectively execute in a timely responsive fashion; Trains and guides assigned staff in problem resolution; Provide technical support and assistance to assigned staff. 
  • Establish and maintain positive and professional relationships with customers, assigned staff, and coworkers; Maintain professionalism, and composure and demonstrate tact, patience, and courtesy always. 
  • Coordinate Building & Development Coordinator’s work schedules; assist in the development, maintaining, and updating of DST standard operating procedures. 
  • Demonstrate excellent organizational, project management, and communication skills to lead assigned staff, coordinate, dispense, and monitor the processing of various types of building permits, development processes, and procedures. 
  • Guides BDCs through the completion of all reporting details including PPLR and any other reports generated. 
  • Distribution of work assignments to BDCs from reports, inbound calls, emails, and any other assignments received. 
  • Monitor BDC SLAs to ensure timely response on all internal and external correspondence and job functions. 
  • Monitor the floor when customers are present to control traffic flow in the office and be available to handle escalations both on the floor and over the phone.

Decision Making 

Follow standardized procedures, building codes, and written/verbal instructions to accomplish assigned tasks. Must be able to process the information on hand and decide on the next steps to complete tasks and/or resolve issues. Determines when to escalate issues to upper/senior management. 

Leadership Provided 

Provides guidance and training as required to Building & Development Coordinators, Interns, temporary staff, etc. Issues instruction and assign duties to assigned staff; assists in conducting performance reviews. Makes recommendations for personnel actions. Acts as liaison with other City departments in permit policies and procedures.

Knowledge, Skills & Abilities 

  • In-depth knowledge of the City’s overall permitting operations, codes, services, and procedures. 
  • Maintains a comprehensive and current knowledge of applicable regulations, codes, and laws. 
  • Thorough knowledge of the principles and practices of best-in-class customer service. 
  • Communicate effectively, both orally and in writing. Use independent judgment and make sound decisions in accordance with established procedures and policies. 
  • Perform a variety of difficult and complex permit-related tasks with minimal supervision. 
  • Work effectively and efficiently under stress and meet deadlines as required. 
  • Works collaboratively with team members to resolve customer challenges. 
  • Ability to read and interpret construction blueprints, plans, and specifications. 
  • Ability to direct and organize the work of others; Ability to coach others as they address customer needs/situations. 
  • Ability to establish and maintain effective working relationships with fellow employees, other officials, representatives of other government agencies, developers, and the general public. 
  • Ability to provide information and answer questions pertaining to the City’s building permit procedures in a tactful and courteous manner to the general public. 
  • Ability to gather relevant information to solve practical problems.
