SGI Global is seeking a Senior-Level M&E Specialist to provide Monitoring and Evaluation Services for the U.S. Department of State, Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS).
This position is contingent upon contract award
Duties/Responsibilities
Contribute to defining standard M&E products and ensuring that all M&E design is consistent with the Evidence Act and FAATA principles as well as AF/RPS policies and definitions.
Develop and administer M&E products consistent with AF/RPS definitions and in consultation with program managers, policy officers, and office leadership.
Learning Agenda and M&E Findings/Recommendations: Develop Learning Agendas (Key Learning Questions to Inform Decision Points for Projects/Programs) to Shape Both Monitoring and Evaluation Efforts. Additionally, draft Information Memoranda and develop an M&E Findings/Recommendation Tracker organized around AF/RPS strategic objectives and linked to the Learning Agenda. The goals for tracking M&E Findings/Recommendation are (a) to document M&E findings / recommendations against key questions that will drive decision-making and (b) for transparency and accountability from the Government on its application of M&E findings/recommendations to decision-making, mandated per the Evidence Act, FATAA, and 18 FAM 300.
Conduct monitoring that determines whether objectives/sub-objectives are on track, in order to provide real-time feedback to program managers on required adjustments, and collect and aggregate indicator data. Monitoring shall be in line with AF/RPS policies on program design, monitoring, evaluation, learning, and application.
Conduct Project Evaluations for Key Projects Identified by Program Managers in Learning Agendas as Critical for Decision-making and/or for Office Learning
Conduct Country-level Assessments for designated countries to inform subsequent program design and decisions, to include development of the program logic for new projects or refinement of existing ones.
Education:
Master's Degree or equivalent and eight (8) years of relevant professional experience Or
Bachelor's Degree or equivalent and ten (10) years of relevant professional experience Or
High School Diploma or equivalent and fourteen (14) years of relevant professional experience
Qualifications:
Requires SECRET Security Clearance or ability to obtain one before onboarding.
At least five (5) years of professional M&E experience
At least six (6) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills.
At least one (1) year of experience with Department of State foreign assistance-funded programs and requirements.
Demonstrated research, analytical and problem-solving capabilities.
Demonstrated ability to manage subordinates, including the ability to assign work, monitor progress, and apply supportive course corrections, while creating a positive work environment.
Demonstrated proficiency with Microsoft software (e.g. Word, Power Point, Teams, SharePoint), including advanced experience in Microsoft Excel.
Demonstrated fluency of English speaking and writing, including experience in the writing and briefing styles of the Department of State.
