Summary This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. Responsibilities As the Investment Principal within the CHIPS Program Office's Investment Office, you will oversee the comprehensive evaluation, structuring, and execution of CHIPS grants and loans. You will lead both technical and financial analyses, engage with industry executives, and contribute to strategic decision-making and policy development to support the program's objectives. In this position, you will: Plan, manage, and execute due diligence, evaluation, structuring, negotiation, and execution of CHIPS grants and loans as part of Investment Office deal teams. Lead qualitative and quantitative technical analysis, including financial modeling, to assess CHIPS program applications. Develop work plans for application assessments and regularly brief CHIPS Program Office leadership on progress. Present CHIPS program application assessments and investment recommendations to CHIPS Program Office leadership. Lead program working groups to develop semiconductor industry investment theses and support program policy development. Engage with semiconductor company executives to gather information and provide feedback on CHIPS program application alignment. Requirements Conditions of Employment Qualifications Applicants must possess one year of specialized experience equivalent to at least the GS-11 (ZA-II at NIST) level. Specialized experience is defined as: Conducting due diligence, evaluation, structuring, negotiation, and execution of commercial proposals Conducting technical analysis and financial modeling of commercial proposals Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
