Northstrat is seeking a hard-working, driven, self-starter to join our growing Contracts, Pricing, and Procurement Team in the Sterling, VA area. This person will serve as the Contracts Manager within Northstrat's Integrated Intelligence Solutions business supporting an Air Force major systems development and production contract from both a prime contract and subcontract management perspective. The Contracts Manager will act as the senior contracts advisor to the Northstrat Sr. Program Manager in a high energy, dynamic program team, and as the liaison to the Government Contracting Officer. Due to the nature of work performed within this facility, U.S. citizenship and active TS/SCI clearance is required.Responsibilities Include:Negotiate NDAs and Teaming Agreements relevant to assigned program(s).Direct and coordinate the contract functions with a focus on acquisition client relationship management, terms and conditions, proposal support, project execution, and risk mitigation across the Program.Provide expert advice and counsel to program leadership on contractual matters, including advising on contract types, regulatory and corporate policy compliance requirements, organizational conflict of interest, and risk management and mitigation.Interface directly with Northstrat senior leadership and program managers and customer contracting officers to address any issues that may arise during Delivery Order capture, proposal development, contract negotiation, execution, or completion.Communicate effectively internal to the company with the program management and project control team and attend all regular internal and customer meetings.Create and maintain relationships with customers and subcontract partners.Respond to proposal and ECP requests.Create subcontractor RFPs for Northstrat subcontractors.Evaluate subcontractor proposal responses, including conducting cost and price analysis.Maintain CPSR-compliant subcontracting files.Perform prime contract and sub-contract close-out activities.Enter contracts and modifications in Northstrat’s Unanet accounting system.Maintain reporting on NDA, TA, contracts, subcontracts and proposals for leadership.RequirementsMust be a US Citizen with active TS/SCI security clearance.
If you do not have an active TS/SCI clearance, you are ineligible for this role.Bachelor's Degree and 10+ years of experience with contract management, including overseeing large, complex proposals, negotiations, and administration of DoD contractsExperience with pricing and negotiation of commercial and government contractual documents and US government procurement regulations, including FAR and DFARSExperience with serving as a business advisor or key functional integrator, aligning people, processes, and systems to ensure quality support to clientsStrong organizational, written and oral communication skills.Strong understanding and application of FAR and DFARS.Must be able to work independently and prioritize tasks in a fast-paced environment.Proficient in Microsoft Word and Excel.Problem-solving and time-management skills.Desired Qualifications:Experience with acquisition clients at Air Force/ Space Force and other DoD Contracting Commands.Experience in a decision-making capacity with contracting, including a warranted government contracting officer or a senior contracts manager position in industry.Experience with managing complex product and solution contracts.Training Certifications in Contracts and Procurement.Experience with an accounting/ purchasing/ contracts system such as Deltek or Unanet.BenefitsWork/Life BalanceNorthstrat values true work life balance. Although project requirements may dictate schedules, a Northstrat employee is only required to work an average of 8 hours per weekday over the course of a month. For example: John worked 12 hours on June 1st to meet a project deadline. On June 15th, John only worked 4 hours because he left early for a long weekend.
