The Proposal Manager oversees all proposal activities, including directing proposal personnel, managing proposal schedules and deadlines, developing proposal outlines and compliance matrices, and monitoring the progress of the proposal. The successful candidate must be able to ensure all components are consistent, complete, and assembled within the required timeframes. The source material for content will include interviews and input from Project Managers (PM) and Subject Matter Experts (SME); reports and deliverables from projects; Performance Work Statements (PWS); and corporate data.
In support of the proposal development and submission process, the Proposal Manager will:
Manage and track all phases of the RFP/RFQ/RFI process for multiple, concurrent efforts; develop, manage, and maintain a master schedule of active and planned proposal responses; and provide regular updates about proposal statuses, changes, priorities, and next steps.Analyze RFPs/RFQs/RFIs to identify and clearly communicate response requirements, including documenting detailed requirements for the technical approach.Regularly check federal contract opportunity listing sites to identify changes in requirements or deadlines for RFP/RFQ/RFI submissions.Develop detailed compliance matrices.Coordinate the submission of RFP/RFQ/RFI questions, including developing the template, consolidating questions, coordinating leadership reviews, and submitting approved questions.Work with corporate leadership, business development/capture team members, subject matter experts, and teaming partners to define the proposal strategies and win themes.Create proposal templates and outlines, including specific guidance for each volume, each section within each volume, and supplemental documents/attachments.Prepare for and conduct proposal kickoff meetings.Direct the activities of proposal team members and assign tasks and activities to content contributors.Create and coordinate data calls; respond to teaming partner data calls, when appropriate.Prepare and coordinate the distribution and tracking of past performance questionnaires.Develop well-written, compelling, winning proposals, including writing original content, as needed.Interview subject matter experts using targeted questions to extract input and write proposal sections.Conceptualize and/or develop graphics and visualizations to enhance proposal responses.Support various proposal development activities, such as resume formatting, compliance reviews, and coordination with teaming partners.Use existing documentation to write corporate experience and past performance with minimal input from others.Lead color reviews.Review and edit proposal content to ensure readability, legibility, clarity, conciseness, accuracy, and responsiveness.Ensure consistency and compliance across all proposal volumes and supporting documents.Format the final response package and provide timely submission of all required documents.Conduct a proposal response debrief with the proposal team and content contributors; document lessons learned; and complete closeout tasks.
In support of the proposal process documentation and continual improvement efforts, the Proposal Manager will:
Gain and maintain a conversant knowledge of the company's services and approaches as well as features and benefits that can be incorporated into proposals in order to increase win rates.Identify, document, and communicate proposal best practices, processes, and procedures.Conduct formal and informal training to improve the quality of content submissions from subject matter experts; train identified staff to help with proposal-related activities (for example, drafting compliance matrices or participating in color reviews).Create proposal templates with standard styles, fonts, spacing, headers, and footers.Maintain boilerplate content as well as an accurate, up-to-date repository of RFP/RFQ/RFI and proposal response documentation.Proactively identify gaps in content, graphical elements, and additional elements (such as resumes); issue detailed requests for information in anticipation of future opportunities.Establish, maintain, and administer the process for past performance library updates.Maintain a consolidated tracking sheet of CPARS ratings for each contract to ensure the efficient identification of relevant and compelling experience for proposal responses.Maintain detailed tracking of win rates, feedback, and other information; analyze win/loss information; and make recommendations to improve the probability of winning.Create standard language for common proposal sections such as Introduction, Executive Summary, Staffing, and Management Approach.Maintain and continually enhance SRE's pipeline/proposal management tool(s); collaborate with stakeholders to identify needs and opportunities for improvement; and perform the necessary modifications to make new capabilities available to end-users.
Education:
BA/BS degree requiredCertification and Training in Proposal Management and writing required

Experience:
Requires a minimum of 10 years of experience writing proposals and 5 years of experience managing proposals.
Compensation:
The estimated salary range for this position is estimated to be $80,000 - $130,000/year. Please note that the salary information is a general guideline only. SRE considers a wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. Additionally, SRE adheres to all state and federal requirements regarding salary to ensure compliance with applicable labor laws. The estimate displayed represents the typical salary range for this position and is just one component of SRE's total compensation package for employees.
